Regular Status Position's Offer
- The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
- Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
- Sick leave accrues at 4.4 hours per pay period (114 hours per year).
- This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and the current contribution rate is 12.27%.
- Analyzes, calculates, and verifies program participants' income, assets, and expenses; determines eligibility for continuous assistance.
- Maintains complete case files on each case.
- Maintains current information on the availability of services in the community.
- Provides referral information about other social service providers and emergency services.
- Attends meetings, conferences and workshops.
- Operates city vehicles.
- Performs other related duties as assigned.
- Interviews multiple program clients daily to identify crisis needs and eligibility for various programs; makes referrals to appropriate agencies within 48 hours.
- Provides case management services by following-up on cases to insure services are being received and to monitor client progress.
- Performs a variety of technical fieldwork activities to ensure compliance with federal quality standards inspections.
- Assists clients with understanding and completing various forms and applications.
- Performs ongoing program eligibility and annual recertification duties for low and very low income families in Section 8 Housing Choice Voucher and Conventional Public Housing federal rental assistance programs.
- Ensures legal compliance with the Housing Choice Voucher and Public Housing Programs.
- Provides information and educates participants, property owners, and landlords regarding housing quality standards inspections and housing policies, rules, and regulations.
- Maintains effective communication with participants, property owners, and landlords to explain violations, federal and local requirements, and options to resolve violations.
- Mediates disputes and contract/lease violations between participants, owners, and landlords.
- Builds case files and prepares documentation for court action; provides testimony in court during eviction actions.
- Prepares correspondence, statistical data, and activity reports including monthly, quarterly, and annual status reports.
- Maintains accurate client database and ongoing electronic submission preparation to the Department of Housing and Urban Development.
- Provides direction and training to clerical staff assigned.
- Prepares pre-audit assessments and documentation for federal and local auditing firms.
- Coordinates interviews and explains Glendale regulations, policies, and standards to incoming portable clients from other jurisdictions.
- Researches property owners, landlords, and participants, reports irregularities and investigates leads to identify non-compliance with program regulations.
- Prepares and processes payment authorizations to pay property owners, landlords, participants, and local utility companies.
- Prepares verbal and written correspondence to other housing agencies, social services providers, housing clients, and other city departments.
- Attends meetings and other public functions to educate the public on housing programs and services.
- Determines prospective housing participants' placement on waiting lists; monitors movement and removal from the waiting list.
- Works with Glendale Police Department and Federal Bureau of Investigation to determine participants' criminal background information and suitability for housing programs.
- Develops and coordinates services for public housing tenants.
- Implements and maintains secondary housing programs.

- This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
