The Director of Engineering & Architectural Services is responsible for the overall direction, planning, and management of the Engineering department, ensuring alignment with the City's mission, vision, and values. This includes strategic planning, innovation, continuous improvement, and the organization of resources and structures for optimal performance. The Director determines major departmental policies, plans long-term programs, and resolves complex technical and administrative challenges. This role manages administrative and operational department matters, including budget preparation, personnel management, purchasing, performance measurement, and strategic planning.
  • Provide overall direction, guidance, and vision for the Engineering department including a focus on strategic planning, innovation, continuous improvement and the organization of resources and structures for best alignment with the City's mission, vision and values.
  • Direct staff activities by planning and prioritizing tasks, recommending and monitoring staff development, providing individual and team recognition, ensuring policy and procedure compliance, making hiring decisions, initiating and approving changes and adjustments, monitoring staff performance and providing correction action and discipline.
  • Administer the capital improvement program by preparing long range plans, collaborating with the Finance Department to ensure the city’s Capital Improvement Program is sized realistically, budgeting and scheduling, advertising and awarding contracts, consulting, reviewing engineering and construction plans and specifications, preparing and reviewing contract documents and specifications, meeting with consultants and contractors during the design and construction phase of projects, overseeing the construction process and conducting on-site inspections, and preparing and making formal presentations to elected officials and completing project close out information.
  • Resolve engineering or architectural obstacles with contractors and construction companies by reviewing and analyzing problems, determining the economic feasibility of the solution, facilitating communication between parties, establishing solutions and distributing any necessary documents.
  • Coordinate engineering and architectural design projects by determining parameters, meeting with consultants, reviewing preliminary plans, accepting and approving payments and reviewing final plans.
  • Oversee departmental activities and budgets by developing and administering the departmental budget; reviews, revises, and establishes consistent design standards, construction details, and policies necessary for the proper development in accordance with engineering practices; makes technical engineering decisions and establishes and enforces engineering standards and criteria.
  • Perform various engineering and architectural  functions by coordinating, working with, and representing the City with other outside departments and agencies; administers and coordinates regulatory sign placement and requirements; responds to citizen complaints and requests for information, meets with residents and resident groups, and conducts on-site investigations as required; provides assistance to other City departments and assists in making decisions related to various facets of the municipal government.
  • Identify and collaborate with stakeholders to define relevant key performance indicators based on business objectives. Develops metrics, measurement methodologies and identifies data sources to ensure accuracy and consistency. Analyzes data to identify trends, anomalies, and opportunities for improvement; participates in the development of action plans and counter measures to address underperforming areas.
  • Ensures the timely, efficient, and technically sound development of reports, analysis, designs, programs, and other related documents.
Bachelor's degree in Civil Engineering, Architecture, Public Administration, or a related field and five (5) years of increasingly responsible design, construction, and progressively responsible managerial experience. Experience in a municipal or government setting including managing infrastructure operations is strongly preferred; a Master's degree is desirable.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • Excellent communication and interpersonal skills, including the ability to effectively interact with internal staff, external agencies, contractors, and the public. Proven record of labor / management relations and engagement skills. 
  • Operational experience managing municipal infrastructure and associated service areas. 
  • Specialized professional and technical knowledge in the field of engineering or architecture.
  • Understanding of the development and stamping of engineering and architectural design and construction standards.
  • Strong knowledge of engineering or architectural principles, practices, and procedures related to infrastructure projects.
  • Excellent project management, organizational, and leadership skills.
  • Budgeting and financial management skills.
  • Strategic thinking and planning abilities and experience and skill to translate those concepts into daily work.

  • Read and interpret technical information, policies, laws, guidelines, and procedures.
  • Write reports, ordinances, policies, and other technical documents.
  • Lead, direct, and manage a diverse team of engineering and architectural professionals, fostering a collaborative and productive work environment.
  • Develop, implement, and monitor departmental budgets, ensuring effective fiscal management and resource allocation.
  • Develop and execute strategic plans, aligning departmental goals with the city's overall vision and objectives.
  • Effectively communicate complex technical information to a variety of audiences, including elected officials, the public, and engineering staff.
  • Analyze and interpret technical data, reports, and regulations, making sound engineering and architectural decisions.
  • Resolve complex engineering challenges and develop innovative architectural solutions.
  • Build and maintain positive relationships with internal and external stakeholders, including other city departments, contractors, consultants, and the public.
  • Prioritize and manage multiple projects simultaneously, meeting deadlines and delivering high-quality results.
  • Adapt to changing priorities and circumstances, demonstrating flexibility and resilience.
  • Promote a culture of continuous improvement and innovation, encouraging staff to seek out new and better ways of doing things.
  • Converse and translate strategic initiatives into everyday work of staff, to create a line of sight between strategy and operations. 
  • Understand and describe the practical implications of capital improvement projects and operations
