Performs specialized professional work in the development, coordination, execution, and promotion of emergency management plans, procedures, and operations related to preparing for, preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents.
  1. Assists in preparing and coordinating the City's all-hazards emergency and disaster-related preparedness, mitigation, response, and recovery standard operating procedures/guides and associated checklists for area of responsibility.
  2. Coordinates and communicates with internal departments, community partners and stakeholders in providing information on emergency management, resolving problems, and responding to requests within area of responsibility.
  3. Represents the City as a liaison on emergency preparedness and homeland security related issues within area of responsibility; provide information to the Emergency Management Director.
  4. Assists with maintaining the Emergency Operations Center (EOC) in a state of readiness and ensuring appropriate mitigation, prevention, response, and recovery planning and preparedness for the City.
  5. Assists with disaster response and recovery during an emergency or preparedness exercises and helps facilitate the review of incidents and exercises to identify best practices and develop improvement plans.
  6. Assists with the coordination of special programs and projects, including Federal and State grant programs related to emergency management and public safety.
  7. Identifies efficiencies and improvements within area of responsibility.
  8. Serves as the primary point of contact for area of responsibility.
  9. Serves as the Duty Officer on a scheduled rotational basis.
  10. Acts as Emergency Management Director in his/her absence. 
  11. Performs other duties as assigned. 
Responsibilities by Function:
Logistics
  1. Conducts Citywide capability assessment and identify existing resources and capability gaps.
  2. Participates in ensuring preparedness, availability of equipment and supplies, and readiness of staff and Emergency Operations Center.
  3. Conducts regular inventories of equipment and supplies.
  4. Assists with regular maintenance of technology resources (hardware and software).
  5. Serves as liaison with Innovation & Technology on all technology related matters.
  6. Develops standard operating procedures for resource management.

Bachelor’s degree in Emergency Management or related field and one year of professional-level experience in emergency management. 


Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  


Knowledge of:

  • Comprehensive emergency management principles and practices in mitigation, preparedness, response, and recovery phases of a disaster

  • Federal, state, and local laws, regulations, and guidelines related to emergency management and disaster assistance

  • Tools and technology used in emergency management

  • Incident Command System principles


Ability to:
  • Provide effective professional contributions and collaboration at all levels within the emergency management field
  • Establish and maintain effective and positive relationships as well as influence and build consensus
  • Prepare and produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar
  • Develop and maintain positive working relationships with private, local, state and federal officials and the public
  • Comprehend and make inferences from written material and gather pertinent facts, make thorough analyses, and arrive at sound conclusions
  • Communicate clearly and concisely, both orally and in writing, in individual and group settings
  • Exercise initiative and demonstrate sound judgment with sensitive/confidential information

Special Requirements
  • Completion of FEMA Independent Study (IS) courses 100, 200, 700, 800 and 2200 within 90 days of hire
  • Serve as rotational on-call duty officer outside of working hours, including evenings, weekends, and holidays
  • Work may require non-standard work schedules including evenings, weekends, and holidays when required to perform operational duties during emergencies or pre-planned, large-scale special events

Work is primarily conducted in office setting with prolonged periods of sitting. May require travel to offsite locations for meetings and/or training and exercises. May require after-hours response to the EOC in the event of an activation.

Salary : $73,056 - $109,584
