About Us:
The City of Glendale's Transportation Department works to ensure safe and efficient circulation of vehicular, bicycle and pedestrian traffic, to minimize pollutant air emissions and to promote economic development throughout the City.

The Role:
The Intelligent Transportation Systems Technician maintains, monitors, and assists in developing the existing and future intelligent transportation systems (ITS). Participates in traffic management center operations to monitor, observe, and control traffic flow to ensure unimpeded traffic movement during sporting and non-sporting events in the city’s Sports and Entertainment District. Assists traffic signal staff with the installation of ITS equipment.

The ideal candidate for the role will have an Associate degree in Electronics or Telecommunications Engineering, Computer Networking, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems and/or transportation systems performing maintenance and operations duties.



Salary and Hiring Bonus:
This position is a Grade 318 with an annual salary between $63,107- $94,662.

Holiday, Vacation, and Sick Leave:
Regular status position’s offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12.27%.

  1. Maintains, monitors, and assists in developing existing and future ITS infrastructures including the centralized traffic computer system, adaptive and responsive control methodologies, traffic monitoring cameras (CCTV), vehicle detection technologies, fiber optic and wireless communications network, networking devices, dynamic message signs (DMS), and lane control signs (LCS).
  2. Works from the Traffic Management Center (TMC) and identifies, troubleshoots, and makes basic corrections to ITS equipment failures observed from the TMC such as cameras, wireless devices, and their related equipment. Addresses highly complex situations including field emergencies such as incidents and outages.
  3. Monitors traffic conditions during mega events and makes temporary traffic signal timing adjustments based on observations utilizing the centralized traffic computer system. Actively adjusts dynamic message and lane control sign displays during ingress and egress traffic patterns. May assist in refining and monitoring traffic signal timing plans based on real time traffic and emergency services by altering traffic signal operations as conditions dictate.
  4. Responsible for the operation and maintenance of all aspects of the city’s ITS communications network to ensure the safety and reliability of the traffic signal system. Ensures traffic signal cabinets and ITS devices remain functional daily. Configures network equipment such as routers, switches, and other ethernet equipment. 
  5. Integrates new technologies with existing systems and resolves any compatibility issues. Enters new devices and data into the traffic signal network.
  6. Installs, maintains, and troubleshoots fiber optic cable by utilizing specialized equipment, devices, and processes. Must possess the ability to research and field verify location of fiber lines and fiber related infrastructure within the city as well the availability of fiber strands. Maintains underground pull boxes and conduits that support the city’s fiber optic network.
  7. Splices fiber optic strands together mechanically or with the help of a fusion splicer, terminates and tests fiber optic cable with specialized equipment and devices. Troubleshoots fiber optic cable, utilizes load transmission readings, and extensive span shot readings. Installs patches, test patch cords, installs radios for fiber cable bridges, installs CAT5 cabling, and verifies connectivity.
  8. Works with various internal and external partners related to traffic operations and ITS equipment concerns/issues, and coordinates with contractors.
  9. Utilizes OSP Insight, ArcGIS, Lucity, Excel and Word documents to document the communications infrastructure. 
  10. Performs other related duties as assigned.

Associate Degree in Electronics or Telecommunications Engineering, Computer Networking, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems and/or transportation systems performing maintenance and operations duties.

Knowledge of:

Theory, principles, practices, materials and equipment of traffic signal operation, telecommunications, fiber optics, closed circuit television cameras, and all other aspects 
ITS Research and statistical methods and procedures applied to ITS
The Manual of Uniform Traffic Control Devices and the Phoenix Barricade Manual

Ability to:

Plan and carry out necessary repairs to the city's ITS system 
Analyze findings and prepare recommendations, present written and oral reports
Read and interpret blueprints and schematic drawings
Conduct field observations, tests, installations, and repairs
Communicate effectively both verbally and in written form
Establish and maintain effective working relationships with city employees, contractors, other government agencies, and the general public
Communicate with the general public on ITS and traffic signal issues and be viewed by the public as an expert in these areas
Exercise considerable initiative and independent judgment
Provide quality customer service Interpret regulations, policies, and guidelines of the City of Glendale and other government agencies

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements

Valid Arizona driver's license.

Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. 

Requires IMSA Level I Certification within one year from the date of hire, and Level II Certification within two years from the date of hire.
Requires ATSSA or IMSA Work Zone Safety Certification within one year from the date of hire,
Requires working scheduled extended weekday or weekend hours during large spectator events.
Night and Weekend work shall be required during events.
