Job Summary
Responsible for all day-to-day operations within the Utility Office. Collect water utility payments, track all financial activities, maintain accurate records, and reconcile all transactions. Serve as primary contact for solving customer inquiries and billing discrepancies. Customer service is a paramount goal of this organization.
Responsibilities
· Collect water utility payments (Water, sewer, trash, and fees)
· Oversee all Water office financial activities, maintain accurate records, and reconcile all transactions
· Verify daily receipts and commit receipt batches, reconciling input from all relevant alternative payment methods (Xpress Bill Pay, UBPayments.com, credit cards)
· Assist customers daily either in person, through the email, or over the telephone
· Respond to request for new accounts, water turn-ons, water shut offs and missed trash pickups
· Communicate service issues with the City Water Department
· Communicate complaints from residents for missed trash pickups with our two trash collection vendors
· Coordinate to residents changes in trash collection days, mechanical breakdowns or weather disruptions; including publication of PSA’s to residents and customers
· Arrange for deposits to be taken to bank daily
· Manage all third-party software interfaces with Caselle (cross connection updates, meter reading import/export, UBPayments.com)
· Oversee all functions related to monthly utility billing using Caselle Software including data entry and editing system-generated reports for accuracy
· Print, process, and mail monthly billing to all customers
· Investigate billing discrepancies, process past due notices, process billing and fines as related to utility billing and cross-connection activities
· Review, monitor, and recommend changes and controls for the City’s utility billing policies and systems in conformance with City Code and departmental guidelines
· Read, interpret, apply and educate customers regarding codes, rules, regulations, policies and procedures
· Communicate account information to affected customers in writing and verbally in a clear and positive manner; assist staff in doing the same
· Supervise and evaluate the performance of assigned staff; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review work products, methods and procedures; recommend and arrange for appropriate training opportunities
· Coordinate with meter readers to maintain status of account activities and compliance issues
· Perform other duties as assigned
Skills and Knowledge
This job requires knowledge in several areas including: utility billing, customer service, data processing concepts and methods, computer systems and applications related to general office (Microsoft Excel, Outlook and Word proficiency required), and research and analytical skills. Employee’s depth of knowledge must be sufficient to propose viable solutions to service issues.
Education and/or Experience
High school graduate or GED required, prefer AA degree in business or a related field.
A minimum of two year’s experience in an office environment. Recent supervisory experience and an emphasis on customer service is preferred. Experience working within Caselle Software and/or IT experience is a plus.
Experience in accounting, bookkeeping, cash receipts, customer service, telephone answering, proficient in use of standard office equipment, and knowledge of standard office practices and procedures are a must. Ability to work with automated accounting systems and personal computers.
Prior government experience preferred. Prior government financial experience highly preferred.
