Position Overview
The individual in this position assists division staff with right-of-way management tasks, including using engineering principles to review and respond to right-of-way permit applications, maintaining and updating permitting software, assisting City staff with inspections, and working to improve the permit review and inspection process.
Expected Hours of Work
Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff may be required to work additional events, which may include nights or weekends. This temporary position has a maximum term of 1,039 hours in 2025. - Assist with right-of-way inspections, commonly inspecting utility work, driveways, and retaining walls
- Maintain and update permitting software for permits and inspections
- Monitor Gopher State One Call software daily
- Draft code-compliance letters
- Update record drawings in AutoCAD
- Work with Engineering staff to improve the permit review and inspection process
- Interact with other City staff, residents, contractors and other government agency personnel
- Field questions from residents and permitees and assist in providing information

- Enrolled in or graduated from a post-secondary program in Civil Engineering, Civil Technology, Public Works, or Land Surveying.
- Proficient with personal computer software including Microsoft Office 365, PDF applications, email, tablet and smartphone applications.
- A valid driver’s license.
- Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.
- Previous training or experience in construction observation, municipal operations, or civil engineering.
- Experience working with AutoCAD, ArcGIS, asset management software.
- Experience reading and interpreting engineering plans and drawings.
- Experience working and incorporating the perspectives of multiple communities, people from diverse racial, ethnic, and socioeconomic backgrounds.
- Knowledge of engineering constructions techniques, methods and materials.
- Interest in or experience with municipal or utility infrastructure sector, permitting or inspection experience, and customer service.
