GENERAL DESCRIPTION
A highly motivated leader who can work effectively and collaboratively with the City Administration, Council Members, Individual departments/divisions within Public Works, consultants as well as other governmental agencies and Local, State and Federal public officials. The Director of Public Works will be responsible for overseeing/managing the City’s water/gas systems, drainage/streets systems, sewerage system, buildings and grounds, recreation, and fleet, as well as the handling of Capital Projects in order to maintain an efficient, safe, and clean infrastructure system for the city in a cost-effective manner.

RESPONSIBILITIES
Strategic Planning: Develop and implement a comprehensive strategic plan for public works projects and services in alignment with the city's goals and objectives. Identify long-term infrastructure needs and propose solutions to address current and future challenges.
Project Management: Lead the planning, design, and execution of public works projects, including road, bridge and drainage construction, maintenance, and other infrastructure initiatives. Ensure projects are completed on time, within budget, and in compliance with regulatory requirements.
Team Leadership: Manage and mentor a team of departmental staff, providing guidance and support to achieve departmental objectives. Foster a collaborative and results-oriented work environment.
Budget Oversight: Develop and manage the departmental budget, allocating resources effectively to meet project and service delivery goals. Monitor expenditures, identify cost-saving opportunities, and ensure financial accountability.
Community Engagement: Collaborate with city officials, community stakeholders, and residents to gather input on public works projects and services. Communicate effectively with the public to provide updates, address concerns, and promote transparency.
Regulatory Compliance: Stay informed about local, state, and federal regulations related to public works and ensure that the department operates in compliance with all applicable laws and standards.
JOB DUTIES
1. Ensures that monthly safety meetings are scheduled and completed. Monitors safety conditions throughout city properties
2. Primary contact for all emergency situations. Direct liaison to the Office of Emergency Preparedness. Organizes operations and heads up sandbagging and fuel distribution during natural disasters.
3. Manages weekly trash pickup operations and reports to Floodplains Manager and EPA
4. Project Coordinator on contracted public works projects.
5. Maintains streetlights and downed poles - coordinates repairs with Entergy.
6. Ensures that all services orders are completed in a timely manner.
7. Meets with department heads regularly and ensures that agency deadlines are met.
8. Responsible for all aspects of project management including, but not limited to, planning, cost estimating, consultant coordination, bidding, contract administration, construction/utility coordination, and invoicing for all city road projects. City road projects may include striping, road widening, turn lane construction, bridge replacement, patching and overlay, and/or reconstruction.
9. Attend all regular City Council meetings and report to Council on infrastructure and project status
10. Coordination with La. DOTD on all state road projects within the City of Gonzales.
11. Reviews proposed planning and zoning items with respect to public roadway, drainage, or flood plain issues.
12. Works with grants coordinators on application exhibits and descriptions for projects and materials.
13. Works with city attorney on exhibits and descriptions for all right-of-way acquisition work.
14. Provide policy development and management guidance in the area of water/gas systems, streets/drainage systems, sewer system, buildings and grounds, recreation and fleet.
15. Evaluate departmental operations in water/gas systems, streets/drainage systems, sewer system, buildings and grounds, recreation and fleet and report to Chief Administrative Officer (CAO) and Mayor;
16. Responsible for capital facilities/projects planning;
17. Counsel with CAO on policy decisions affecting department;
18. Direct the department in formulating and evaluating operating policies, programs, and procedures;
19. Prepare reports on departmental/divisions operations evaluating performance against established objectives and special reports on operating problems or plans as required;
20. Coordinate capital/operating budget formulation activities in the department;
21. Prepare policy statements and plans for the department;
22. Manage daily operations of the department;
23. Prepare annual operating and capital budget, approve expenditures and monitors revenues, collections and insures all line items are within the allotted budget amounts at the end of the fiscal year;
24. Receive and respond to complaints regarding departmental operation and other issues;
25. Oversees the handling of all personnel matters such as conducting staff meetings, hiring, performance evaluations, discipline/discharge, transfers, promotions, by assigning responsibilities for specific work or functional activities and dissemination of policies to supervisory personnel with public works;
26. Carry out any and all duties as assigned by the CAO and Mayor;
27. Review and approve capital projects plans and specifications, as well as permit requirements.
28. Ensure all DEQ/DHH/OPS requirements are maintained and ongoing activities are up to date:
29. Certification of maintenance bonds and wastewater impact fees
30. Manage FEMA debris contract
31. Office Pipeline Safety Federal natural gas Inspections/Documents, Public Education/awareness, rectifiers, cathodic protection, odorant, pressure MAOP
32. DHH water system inspections and documentation, nitrite, nitrate, chlorine/chloramines, fecal, SCADA/Mission system, Flushing, Model Maintenance.
33. EPA/CDX Management, Stormwater plan annual report to DEQ, Quarterly gas reporting
34. Implement goals outlined Climate Action Plan
35. Capital Outlay Project Management (Water/Gas, Sewer, Road, Buildings and Grounds and Recreation)
36. Sewer and Water model management and drainage study review management
QUALIFICATION REQUIREMENTS:
Minimum Requirements: Must have at least 3 years of experience in a responsible managerial/administrative position. Extensive management knowledge and experience in similar government or city service positions. This position will require experience in budgeting and financial management of departmental operations.
Preferred Requirements: Ten (10) years of public works management and supervisory experience with public works agency.
PHYSICAL/MENTAL DEMANDS
While performing the duties of this position, the employee is frequently required to walk, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 40 pounds. Manual dexterity and coordination are required while operating equipment such as computer keyboard, calculator, and standard office equipment. Specific vision abilities required by the job include close vision and the ability to adjust focus.
