Signal Technician III

Job Description Summary

The ideal candidate is an experienced traffic signal professional with a strong background in both construction and maintenance of traffic signal systems. They demonstrate expertise in troubleshooting signal control equipment, interpreting technical schematics, and performing complex electrical repairs. A proven ability to lead field crews, communicate effectively with contractors and engineers, and uphold safety and operational standards is essential.

The ideal candidate shows commitment to safety, continuous learning, and technological adaptability—including fluency in using work order/inventory systems and mobile field tools. A valid CDL and IMSA certification are expected, with the capability to obtain any missing credentials within the first year.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

• Provides leadership by directing Traffic Signal Technicians and trainees in installing, modifying, maintaining, troubleshooting, and repairing traffic signal control equipment and related devices, including street lighting on signal poles, school zone flashers, and lighted crosswalks. Determine equipment needs.
• Performs street light inspections on new developments as well as work completed by contractors.
• Performs scheduled and emergency rewiring of traffic signals, NEMA TS-2 traffic signal cabinets, street lighting, and related traffic signal infrastructure.
• Performs limited administrative tasks by scheduling work, contributing information on performance evaluations by maintaining performance logs, completing work orders, and reports, providing verbal and written direction to staff as assigned, and reading and interpreting plans. Schedules monthly and annual maintenance of traffic signals and related equipment.
• Supports traffic signal operations by installing, repairing and maintaining electrical and electronically controlled traffic signal devices. Assists in problems solving of construction discrepancies whether it is designed or on site.
• Maintains equipment and material related to the city's traffic signal system. Tasks include but are not limited to attending meetings and pre-construction acceptance. Communicates by phone, e-mail, in-person etc., with engineers, contractors, vendors, developers, and the public; performs on-site inspections of new and modified traffic signals and construction projects.
• Contributes to the annual completion of the city's traffic signal asset management program. The program includes the rewiring of intersections and replacement of various traffic signal components.

Requirements

• Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six-months/one year of advanced study or training past the high school equivalency. Community college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
• Experience: Minimum five years of experience in a related field.
• Certifications and Other Requirements: Valid Class "B" Commercial Driver's License (must be obtained within one year) and IMSA Traffic Signal Level II Field Electrician Certification (must obtain IMSA Traffic Signal Level III Field Electrician within 12 months of hire).
• Reading: Work requires the ability to read blueprints, instructions, manuals, letters, machine/equipment readings, measurements, gauges, wiring diagrams, and electronic schematics, and testing equipment.
• Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
• Writing: Work requires the ability to write letters, memorandum, and reports.
• Managerial: Complex - Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
• Policy/Decision Making: Moderate - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typical positions in this category are supervisory, highly technical, or lower-level professional jobs.
• Technical Skills: Broad Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of programs, solutions for complex issues, and/or processes. Independent judgment and decision-making abilities may be necessary to apply technical skills effectively.
• Interpersonal/Human Relations Skills: Moderate - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

12 Month Objectives

First Month Objectives:

• Attend Goodyear Employee Orientation (GEO) and complete all associated assignments, trainings, and meetings within the first 30 days.
• Read and review (sign where required) City policies and schedule a meeting with your supervisor to discuss any questions.
• Review and understand City Core Values and how they relate to your role.
• Complete the Gallup Strength’s Assessment and review with your supervisor.
• Complete hands-on training for all relevant internal software applications.
• Familiarize yourself with the Traffic Signal Technician procedures, equipment, and safety protocols.
• Shadow senior Signal Technicians to observe standard field operations, including preventive maintenance and troubleshooting.
• Review the City’s traffic signal infrastructure map and key intersections.

First 3 Month Objectives:

• Perform monthly signal maintenance activities under supervision.
• Assist in troubleshooting and repairing malfunctioning traffic signal components.
• Learn proper operation of aerial lift and other specialized field equipment.
• Begin entering data into Lucity work order and inventory system with guidance.

First 6 Month Objectives:

• Become proficient in performing monthly maintenance at all signalized intersections.
• Become proficient in performing troubleshooting and maintenance of streetlights.
• Lead basic field tasks such as bulb replacements, cabinet checks, and signal inspections under supervision.
• Assist in rewiring traffic signal infrastructure and complete documentation of work performed.
• Register for the IMSA Traffic Signal Senior Field Technician III Certification program (if not yet obtained).

First 12 Month Objectives:

• Obtain a Class B Commercial Driver’s License (if not already held).
• Obtain IMSA Traffic Signal Senior Field Technician III Certification (if not yet obtained).
• Independently lead the rewire of at least one existing traffic signal from planning through completion, including documentation and safety review.
• Demonstrate full proficiency in the Lucity work order and inventory management system.
