About the Position:
The City of Grand Junction is seeking a dynamic and experienced leader to provide strategic direction and oversight for key City departments and programs as the Deputy City Manager. This executive-level position works closely with the City Manager to develop and implement citywide goals, objectives, and strategic initiatives. The ideal candidate will ensure departmental operations align with the City’s policies, priorities, and legal requirements while driving performance, accountability, and innovation.
The Deputy City Manager will oversee the operations of Utilities, Community Development, Parks and Recreation and Engineering and Transportation, while also guiding, supporting, and inspiring their leadership teams to foster a strong sense of collaboration across the City. This role requires a forward-thinking professional who can manage and evaluate departmental functions, set and execute strategic priorities, and build strong relationships with businesses, community groups, and other stakeholders. The selected individual will also serve as a trusted advisor, providing high-level, complex support to the City Manager in achieving the City’s vision and mission.
About the Departments You'll Oversee:
Utilities Department
The Utilities Department ensures reliable water and wastewater services to protect public health and the environment. It includes Water Services—responsible for supply, treatment, distribution, irrigation, and billing—and Wastewater Services, which manages collection, treatment, and monitoring. The department maintains vital infrastructure to deliver clean water and manage wastewater effectively.
Community Development Department
The Community Development Department helps shape the city and greater Grand Junction area into a sustainable and inclusive community. Its work spans land use, housing, sustainability, and mobility to meet the needs of current and future generations.
Parks and Recreation Department
The Parks and Recreation Department enriches Grand Junction’s quality of life through vibrant parks, trails, and recreational spaces. It manages 45 parks, indoor centers, pools, cemeteries, playgrounds, and venues like the Amphitheater at Las Colonias and Lincoln Park Stadium.
Engineering and Transportation Department:
The Engineering Division plans and manages public infrastructure to ensure safety, service, and future growth. Services include master planning, surveying, design, permitting, inspection, and construction. The division supports citywide capital projects involving streets, utilities, facilities, and more.
What You'll Do:
- Assist the City Manager in planning, directing, and coordinating the City's strategic plan, goals, policies, and priorities.
- Oversee the operations of assigned City departments, ensuring efficient service delivery, alignment with City priorities, and compliance with all applicable laws and policies.
- Represent the City in intergovernmental affairs, regional partnerships, and collaborative initiatives with other agencies.
- Assist in developing and overseeing the City’s budget.
- Serve as a liaison between the City, businesses, residents, and community groups.
- Assist the City Manager in formulating and executing policies that impact City operations.
- Lead or support high-priority projects, including infrastructure initiatives, capital planning, and Citywide programs.
- Serve as a liaison between the City, businesses, residents, and community groups.
- Provide direct assistance to the City Manager on high-level initiatives, special projects, and policy matters.
- Perform other duties as assigned.

What We're Looking For:
- Seven (7) years of increasingly responsible in municipal government, public administration, or related field, including three (3) years of management responsibility.
- Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a related field.
- Possession of, or ability to obtain a valid Colorado Driver’s license.
Other combinations of experience and education that meet the minimum requirements may be substituted.
