The Utility Operations Supervisor is the first line supervisor responsible for the planning, organizing, scheduling, assigning, and directing of work associated with running the City’s Water and Wastewater system. The purpose of this position is to supervise work projects, oversee staff, lead, assist, and train the City's Utilities dispatchers, operators, and crews ensuring project work is completed; and completing administrative duties. Other duties include responding to citizen inquiries or complaints; and completing departmentally specific functions.
EXAMPLE OF DUTIES
Supervises personnel by monitoring work performance; scheduling work assignments; providing input on performance evaluation and making recommendations on hiring and disciplinary actions as needed.Formulates on-call schedules for staff and participates in the Supervisor on-call rotation schedule (with except for Administration Support).Always ensuring job site safetyCoordination to restore site after job completion.Regular and consistent attendance and punctuality for the assigned work hours is essential.Assigns and approves overtime for weekends, holidays, and approves vacation, leave requests, and payroll worksheets.All other duties as assigned by a supervisor/manager within your department/division.FUNCTIONAL AREA ESSENTIAL DUTIES: Water Repair/MaintenanceOversees repairs to water lines including exposing the water line; identifying the source of the problem; avoiding the creation of damage to other utilities; conducting repairs.Post repair, flushing and water service restoration.Supports staff while working in the field.Wastewater Repair/MaintenanceOversees repairs to sewer lines including exposing the sewer line; identifying the source of the problem; avoiding the creation of damage to other utilities; conducting repairs.Overseeing the Closed-Circuit Television (CCTV) inspections and condition check.Supports staff while working in the field.InfrastructureOversees repairs to hydrants, meters, and valves by isolating fire hydrant lead; exposing piping and assessing damages for repair; replacing or reinstalling parts; performing inspections prior to placing hydrant in service; exposing valve; isolating line segment; identifying problem; repairing valve back to operational level; and placing valve into the open position.Review of civil plans for new development and capital projectsOversees installation of new water and sewer tap service.Work with Geographic Information System (GIS) staff to update water and sewer maps.Production Trains personnel by conducting classes on how to repair production equipment, pumps, system control and data acquisition (SCADA) systems, chemical injection, trains UDF crew on all aspects of the water distribution system, and other parts of the production system. Monitors water quality by checking chemical feeds; ordering chemicals; assigning crews to flush fire hydrants; monitoring and maintaining regulated residuals in the water distribution and production systems.Monitors and controls system control and data acquisition (SCADA) by ensuring that crews check the systems by operating door alarms; checking valve operations and tank levels; monitoring graph's historical trends, valve positioning and flow rates.Oversees the maintenance of lift stations and water storage facilities.Administration SupportOversees payroll, leave request for entire department.Oversees purchasing requests for approved Council items.Provides administrative support by scheduling work for dispatchers provides for personnel administration as it relates to policies and procedures and maintains 24-hour dispatch shift operations.Manages dispatch operations by facilitating the 24-hour dispatch; daily journals, SCADA monitoring; oversees City Works work order systems; responding to concerns of employees and the general public by using radios and phones and resolving water quality issues and deploying UDF crew.Oversees warehouse operations.
