General Statement
This position involves performing field inspections to enforce compliance with adopted codes, city ordinances, and relevant state and federal regulations. It requires knowledge of building construction systems, including structural, mechanical, electrical, plumbing, and fire protection systems. Responsibilities include reviewing construction plans, writing field reports, maintaining records, and assisting the public with building inspections and permits.
Essential Functions
- Conduct inspections at various construction stages to ensure compliance with building, plumbing, mechanical, and electrical codes.
- Authorize utility service connections (electric, gas, water, and sewer) and provide detailed inspection reports. Communicate code requirements and corrections to contractors, subcontractors, and property owners.
- Address inquiries and concerns from contractors, citizens, businesses, and departments.
- Review construction plans and specifications for compliance with codes and city ordinances. Provide review feedback and ensure necessary corrections before issuing permits.
- Manage inspection requests by identifying and removing non-required inspections.
- Assist stakeholders (citizens, contractors, developers) with building permits, contractor licensing, and compliance with state and federal construction requirements.
- Provide forms and materials for public use; explain plan review and inspection processes.
- Coordinate projects with other departments and external agencies.
- Participate in continuing education, professional development, and industry organizations as approved.
- Maintain high work quality, adhere to health and safety guidelines, and deliver excellent customer service.
- Perform other duties as assigned.
Public Assistance & Communication:
- Assist citizens, contractors, and developers with permit applications, licensing requirements, and compliance with construction regulations.
- Provide forms, guides, and educational resources to the public, explaining inspection and permitting procedures.
- Address inquiries and resolve concerns from the public, contractors, and internal departments.
Required Knowledge, Skills, and Abilities
- Building and Construction: Familiarity with construction materials, methods, and tools for various building systems.
- Technology Proficiency: Ability to use Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Knowledge of iWorq is preferred.
- Interpersonal Skills: Build positive relationships with staff, the public, and stakeholders while maintaining confidentiality.
- Communication: Effectively address public concerns and collaborate with city officials.
- Regulatory Knowledge: Understanding of zoning ordinances, building codes, contractor licensing regulations, and related state/federal guidelines.
Qualifications
Education and Experience:
- Required: High School Diploma or equivalent with 3 years in inspections or construction (2 years in a supervisory role).
- Preferred: Bachelor’s degree in a related field with 2 years of inspection experience.
- Equivalent combinations of experience and training may be considered.
Certifications and Licenses:
· Valid Texas driver’s license with an acceptable driving record.
· Plumbing Inspector License from the Texas State Board of Plumbing (required).
· Combination Inspector Certification from the International Code Council (ICC) (required).
Physical Demands
The role requires regular sitting, using hands for office tasks, reaching, talking, and hearing. Frequent standing and walking are necessary, and occasional lifting of objects up to 20 pounds. Vision requirements include close focus and adjustment capabilities.
