What are the responsibilities and job description for the Utility Billing Clerk - PT (Less than 19 hours) position at City of Grapevine?
Collects and processes City utility payments and other miscellaneous receipts. Provides a variety of customer service-related activities in support of the utility accounts and billings processes. Provides necessary support for the billing process based on operational policies and procedures.
1. Works closely with utility customers to maintain their customer accounts, including new account set-ups; entering, revising, closing, transferring and maintaining information in these accounts. Verifies information and data about utility customer accounts, including penalties, cut-offs and other processes.
2. Performs clerical accounting duties involving routine calculations, verifications, and postings to compile financial data or records according to standard operating procedures.
3. Performs procedures to open and close the department as required.
4. Explains city ordinances, policies, and billing procedures related to utility services to customers.
5. Responds to customer inquiries in-person, via telephone, internet correspondence, and through email regarding account status, fees and billing policies.
6. Receives and processes utility payments from customers, including mail, in person, on-line, IVR, and lockbox.
7. Balances cash drawer daily, post payments, receipts, and prepare deposit.
8. Reconciles online credit card and IVR payments daily.
9. Processes revenue and other receipts from other city departments.
10. Processes work orders, cut-off list for non-pays, and maintains cut-off list spreadsheet.
11. Acts as back up for supervisor processing lockbox payments.
12. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
13. Provides backup for billing procedures and processes.
14. Interacts professionally and respectfully with the public, coworkers, and others in the course of daily work.
15. Performs other duties as assigned.
16. Regular and timely attendance are required for this position.
SKILLS, KNOWLEDGE AND ABILITIES
• Requires excellent organizational and communications skills.
• Ability to provide excellent customer services including a desire to help customers regardless of their circumstance.
• Must have basic computer skills using Microsoft Office products such as Word and Excel.
• Must be able to balance a cash drawer and have experience entering data using a 10-key pad.
• Ability to enter and record information accurately.
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
Requires a high school diploma or equivalent plus good math skills and a basic understanding of daily cash receipt transactions and procedures as related to recording and accounting of revenues and other information.
Prior utility billing or customer service experience preferred.
Prefer bilingual in Spanish.
Must pass a Federal/National criminal background check and credit check.
Must pass a pre-employment drug screen.
