Anticipated Hiring Range:     $61,500 - $72,300 Annually

Job Summary:

The IT Contract and Procurement Specialist will join the Information Technology Department. The position will report to the Director of Information Technology and provides services relative to citywide procurement of technology and technology support services through different solicitation options for the City of Greeley. The successful incumbent will perform a full range of contracting functions to include building a portfolio of required documents as needed as well as taking a lead role in contract negotiation and redlining activities alongside other members of IT and users throughout the City. Position is also responsible for tracking contract terms, renewal dates, and organizing technology systems/assets information in partnership with other IT personnel.

Experience, Knowledge, Skills:

Minimum Requirements

  • At least one (1) year of general purchasing experience.
  • Associate’s degree (two-year degree) or certification program of comparable length (i.e. Purchasing Professional (CCP) Certification).
  • Three (3) years of experience in government or private industry in finance, business, procurement, or contracting.
    OR,
    Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,
    AND,
  • Possession of a valid driver’s license.

Preferred

  • Bachelor’s degree in finance, business, purchasing, or a related field or a certification program of comparable length
  • Three (3) to Five (5) years governmental procurement experience

Knowledge, Skills, and Abilities

  • Knowledge of the business and organizational structure of Colorado municipalities.
  • Knowledge of procurement laws, procedures, documentation and best practices for technology purchase in a municipal, county or state environment
  • Ability to write reports, business correspondence, create presentations, build and edit Requests for Purchase (RFP) and similar purchase request documents
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), Adobe, Oracle, DocuSign, and the willingness to learn and experiment with new software and systems.
  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate, and facilitate meetings, and make decisions.
  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness.
  • Ability to prioritize work, meet deadlines, and stay on task when completing special projects and daily assignments.
  • Ability to work independently with minimal supervision and reliable professional judgment, as well as collaboratively with a team to achieve desired results.
  • Ability to navigate a complex political environment. 
  • Customer service skills, including the ability to actively listen, address customer needs, defuse tense situations, and maintain an open, flexible, and friendly demeanor.
  • Ability to review information, discern relevant details, build summaries, utilize technology to assist with reviewing materials such as organizationally-approved AI, develop compelling recommendations moving forward, capture action items and drive action.
  • Ability to identify or assist in identifying alternative solutions to issues or situations as they occur.
  • Ability to follow all procurement regulations, procedures, and policies of the Purchasing Division in accordance with City ordinances, state statues, federal regulation, and generally accepted public purchasing guidelines.
  • Ability to make commitments and decisions which are significant to the organization that involve multiple disciplines.

Essential Functions:

  • Communicates contract policy and practice.
  • Analyzes contract requirements, special provision, terms, and conditions to ensure compliance with ordinances.
  • Responsible for meeting with clients to understand the full scope of the technology requirements, assist internal clients with identifying potential solutions, accurately reflect the specifications in an RFP or other communication media and , review and discuss change orders, understand alternatives and the financial and potentially functional impact of changes.
  • Maintains a system for creating, editing, storing, monitoring, administering, and managing all new and renewable contracts.
  • Guides, assists, and trains, department personnel in purchasing functions as needed.
  • Works alongside Purchasing Contract Specialists and project teams as needed to conduct and manage formal procurement bid processes, from concept to completion including coordination and facilitation of pre-bid and bid meetings in an organized and professional manner.
  • Oversees and participates in vendor interviews for major projects; conducts meetings with vendors to discuss bid opportunities or to resolve issues with solicitations or standing contracts.
  • Prepares documents for Bids, RFPs, and SOQ’s including contract routing through DocuSign, ensuring all bonds and contracts are properly signed.
  • Works with City Legal staff to ensure all new laws are properly incorporated into the City’s purchasing documents.
  • Follows and participates in implementation of a variety of procurement regulations, procedures, and policies of the Purchasing Division in accordance with City ordinances, state statutes, federal regulations, and generally accepted public purchasing guidelines.
  • Keeps abreast of changes in legislation affecting purchasing in partnership with City's purchasing department.
  • Identifies or assists in identifying alternative solutions to issues or situations, especially with complex projects.
  • Clarifies scope of work, evaluates bids and RFPs, project close outs.
  • Facilitates and participates in invoicing, requisition, and PO processes.
  • Evaluates proposals, purchase orders, and appeals alongside participating project team members and Purchasing team members.
  • Reviews and summarizes detailed specification documents and RFP responses to facilitate evaluation processes.
  • Answers questions about purchasing processes, discusses different scenarios for bid situations.
  • Problem solving and decision-making: incumbent is expected to solve a variety of problems in situations where there are substantially diversified procedures, specialized standards, and only limited standardization.
  • Performs other duties as assigned.

Travel:  Approximately 10% flexible, local travel required.
