Examples of Duties
Plans and directs all activities of the Public Works Department including development and construction projects.Manages the various department divisions of Operations, Engineering, Traffic, Administration and Parking., including supervising, hiring, assigning work, evaluating performance and addressing personnel issues.In conjunction with the Green Bay Packers, manages the maintenance of the Lambeau Field bowl structure and sanitary system.Directs public works services including solid waste collection and disposal, snow and ice control, street maintenance, street cleaning, sewer maintenance, bridge maintenance, traffic signal operating and maintenance, and sign and pavement marking and maintenance.Directs and oversees the maintenance, design, construction and repair of streets, alleys, sidewalks, bridges, sanitary and storm sewers, traffic signals, signs, and public buildings as well as the maintenance of all machinery, equipment, and property of public works.Coordinates municipal engineering activities and projects with other City departments and with related agencies in the federal, state, and county governments.Advises the Mayor, Common Council, commissions, and City departments with respect to engineering and public works matters. Attends meetings and prepares reports for committees, commissions and citizen organizations.Serves as a member of various committees or commissions as designated by State or local statutes or the Mayor.Overall responsibility for the construction, maintenance and enforcement of all Parking facilities.Oversees the issuance of all permits for work by others in the street right-of-way, excavations, and any other permits relating to public works.Coordinates and approves locations of utilities such as water mains, gas mains, telephone, conduits, power poles, telephone poles, ornamental street lights, and traffic signals in City-owned right-of-way.Reviews budget requests and prepares the annual department budget.Communicates and implements various aspects of the safety plan to hold the department accountable. Develops management in the areas of safety.Performs other duties as assigned.Minimum Qualifications Required
Bachelor's degree in Civil Engineering.Minimum of eight years progressively responsible municipal engineering which includes four years of progressively responsible experience as chief administrator or principal assistant of a public works department of comparable size.Registration with the State of Wisconsin Examining Board of Architects, Professional Engineers, Designers and Land Surveyors as a Professional Engineer or ability to obtain within one (1) year of appointment if registered in another state.Valid driver's license and good driving record.A combination of equivalent experience and / or education may be considered.
Knowledge, Skills & Abilities
Comprehensive knowledge of the principles and practices of civil engineering as they apply to the preparation of plans, designs, estimates and reports of public works engineering. Considerable knowledge of field engineering, including surveying, inspection and construction practices, public works construction and maintenance methods, materials and equipment, federal, state and local codes and ordinances relative to civil engineering and construction work. Considerable knowledge of the principles and practices of management.Considerable skill in the application of civil engineering and administration techniques and methods to practical operating problems; preparing clear, comprehensive technical reports and evaluations of engineering problems; representing the City in conferences with various agencies and outside persons or groups concerning public works issues; dealing with public works contractors; planning, scheduling and effectively directing the work of subordinates.Ability to utilize a computer and the required software. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with staff and the public.
