What are the responsibilities and job description for the Public Services Manager position at City of Gulf Breeze?
Supervisory and leadership work in the overall operations, maintenance, regulatory monitoring, compliance, safety and budget performance of the natural gas utility, storm water utility, streets and signage systems, natural resource management and solid waste services. Responsibilities include business development of all public works enterprises except the regional water and sewer system. Work is performed under the supervision of the Director of Public Works or designee.
ESSENTIAL JOB FUNCTIONS:
- Ensures that all operations, maintenance, public service and personnel management is conducted in a professional, safe and efficient manner. Plans and directs safety, operations, construction and maintenance functions.
- Develops and implements performance systems to ensure that staff achieve department goals with regards to safety, budget performance, projects, regulatory requirements and professional growth.
- Maintains NPDES permit compliance through inspections, repairs and improvements to the City’s storm water systems. Ensures compliance with all regulatory requirements.
- Meets with contractors to assure that construction projects are performed in accordance with approved plans and city ordinances.
- Prepares budgets and capital improvement plans.
- Manages the rebate program for natural gas customers and business development and tracks overall trends.
- Executes work and maintenance schedules, ensures that buildings, grounds and equipment are maintained in proper conditions.
- Maintains inventory of supplies and equipment.
- Performs customer relations activities with the public.
- Supervises, trains, and evaluates subordinate employees.
- Inspects work in progress.
- Responsible for the safe and efficient operation of the natural gas distribution systems.
- Ensure that employees assigned to emergency response teams understand their responsibilities and effectively communicate critical emergency information to relevant staff.

KNOWLEDGE, ABILITIES, SKILLS:
- Knowledge of management and leadership best practices.
- Knowledge of the operations and maintenance of municipal utility systems.
- Knowledge of the occupational hazards to worker’s health and individual safety involved in utility operations.
- Ability to apply these rules and knowledge to assure precautionary measures are in place and adhered to.
- Ability to organize, establish priorities, supervise technical employees and to assure high quality operations at all times.
- Ability to develop sound record keeping procedures and to prepare accurate records.
- Ability to understand complex directions and to follow moderately complex prints and sketches.
- Knowledge of the applicable state and federal rules and regulations for natural gas, storm water, and roadway operations & management.
- Knowledge and demonstrated ability to supervise employees and make difficult decisions and provide effective leadership.
- Ability to interpret plans and technical specifications and the ability to effectively plan and schedule work.
- Ability to communicate by preparing written reports and by public presentations.
- Ability to operate a personal computer.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college with an Associate’s Degree or higher in a related field.
Minimum of five (5) years’ experience of progressively responsible experience in the gas, stormwater, or streets or related field, with at least 3 years of supervisory experience.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Must possess and maintain a valid Florida Driver’s License.
Recommended to hold or obtain the following:
- Advanced MOT
- Gas Measurement and Gas Regulation.
- Storm Water Inspector
- Storm Water Operator II
- Sediment and Erosion Control Inspector
ESSENTIAL PHYSICAL SKILLS:
- Acceptable eyesight (with or without corrective lenses).
- Acceptable hearing (with or without hearing aid).
- Ability to communicate both orally and in writing.
- Moderate (10 to 40 pounds) lifting and carrying.
- Climbing, walking, smelling.
