The Neighborhood Services Inspector I is a professional position assigned to the Planning and Code Administration Division. Under general supervision, a member of this team is responsible for planning, coordinating and implementing a Neighborhood Improvement Plan in defined neighborhoods. Team members evaluate conditions in the assigned neighborhoods and implement strategies to address issues of health, safety and blight. The evaluation includes citizen engagement; meeting with community groups, property owners, tenants, investors, business owners and government officials. Work is performed primarily in the community. Incumbents inspect and develop individual Property Improvement Plans with the property owners and track compliance with the plans. Crucial to the success of the operation the incumbent will utilize creative problem solving skills as they exercise independent judgment to achieve the City’s Vision and Commitment for Housing and Neighborhoods.
Qualifications: Minimum of two years of college with course concentration in public administration, criminal justice, sociology or related field. Bachelor’s Degree preferred. Substantial experience may substitute for the education requirement. Minimum of three years of experience in conflict resolution, customer care, legal process, planning, code administration or other related field. Knowledge of program administration, code administration and legal procedures preferred. Attention to detail, ability to express findings in both written and verbal communication; demonstrated ability to work with people in difficult situations and multi-task in a fast paced environment is required. Computer skills are required.
Examples of Duties: Develop and implement annual Neighborhood Improvement Plan for designated areas to involve long-term and short-term forecasting, evaluate and revise plan on a quarterly basis; Schedule and conduct inspections, manage case load to include negotiating with property owners on Property Improvement Plans to address health, safety, and blight conditions to build clean, safe, and strong neighborhoods; Interview concerned citizens and property owners and their representatives, inspect conditions and review factual information to prepare code assessments, negotiate solutions that may not be code requirements; determine violations and corrective actions necessary to solve problems, order corrective actions and abatements as necessary.
