Performs duties under the limited supervision of the Director of Community Development who provides guidance through periodic discussions and consultations. This is an expert level planning and zoning position in a leadership role.
Minimum Requirements
- Graduation from an accredited college or university with a Bachelor's degree in Landscape Architecture, Environmental Science, Urban or Regional Planning, Public Administration, or a related field of study as determined by the Director.
- Master's degree in Urban or Regional Planning, or related field of study as determined by the Director is preferred.
- Requires a minimum of five (5) years of experience as a Chief Planner, Senior Planner, and/or senior level Zoning Official in a municipal, state, or federal agency or related area, with a minimum of three (3) years of experience at a Chief Planner or comparable level of responsibility.
- Requires extensive knowledge of and use of environmental planning techniques; knowledge of the techniques involved to develop comprehensive plans in the areas of economic development, housing, transportation, zoning administration, and community development.
- Experience may substitute for education on the basis of one year of appropriate experience for each year of education.
- Must possess a valid Virginia driver's license and must have an acceptable driving record based on the City of Hampton's criteria.
- Must successfully pass a background check related to this position prior to any offer of employment or promotion.
- Ability to communicate effectively, both orally and in writing; ability to foster effective public relations and work effectively with diverse populations
- Ability to direct the work of professional, technical, and administrative planning team members; ability to read and interpret documents such as regulations, policies, and procedures;
- Ability to conduct briefings; ability to compile data and prepare reports and projections; build consensus; reason and evaluate options quickly.

- This is an exempt position.
•Coordinates and oversees the planning and zoning administration services within the Community Development Department, including the development of city-wide comprehensive plans, current planning, environmental planning, urban design activities, zoning administration, zoning ordinance amendments, as well as support for the Planning Commission and Board of Zoning Appeals.
•Assists the Director of Community Development with the development of work programs by interpreting policy established by the City Council, City Manager, and Planning Commission. Prepares policy recommendations on all phases of community development, zoning administration, and economic growth for the City Manager, Planning Commission, and the City Council.
•Makes presentations and provides staff reports on such planning responsibilities as the Capital Improvement Budget, the Comprehensive Plan, Master Plans, rezoning cases, zoning ordinance amendments, and variances.
•Maintains effective liaison with citizens, land developers, department heads, and other officials of municipal, State, and Federal governments in order to coordinate all phases of planning and zoning administration. Meets with and advises land developers on the potential development of the city and impact of city ordinances on development proposals.
•Maintains a high level of planning and zoning administration services to provide all information required concerning such areas as future development, economic projections, zoning ordinances, community development, population and land use statistics, comprehensive and small area plans and programs for all phases of plans implementation.
•Applies expert knowledge of City ordinances and other public policies to the review of site plans, subdivision plans, master plans, development proposals, landscape plans, building plans and elevations, urban design, etc., in order to ensure compliance with basic health, safety, and public welfare objectives and to further other public objectives.
•Provides leadership and guidance to a team of professional and technical staff. Initiates and recommends hiring, professional development, and training actions. Assists the Director with employee discipline, counseling, and performance evaluations.
•Performs other related duties as assigned.
