General Summary:

This exempt position is responsible for the review and approval of all development activities within the City, ensuring that submitted plans meet all zoning ordinance requirements and development standards. This includes the review of parcel plats, site plans, subdivision plats, landscape plans, architectural plans and building elevations. Responsible for the coordination, planning and implementation of economic development in the city.

Essential Job Functions: *

  • Serves as Staff facilitator for the activities of the Planning Commission, Board of Zoning, and Appeals, BER and the Design Control Committee; including the supervision of the preparation of agendas and meeting packets; as well as staffing the monthly meetings.
  • Leads the Planning Commission in drafting, updating, and presenting for adoption a Comprehensive Plan every five years.
  • Administers, interprets, and enforces the city's zoning ordinance. Provides answers to inquiries from the general public, the city's commercial community, and property developers.
  • Applies for and administers grants, such as CDBG, and follows through with all protocol related to awarded grants.
  • Performs site inspections and works with field personnel to ensure projects under construction are being completed for approved plans and are in compliance with the Zoning and Land Development Ordinance.
  • Promotes the city regionally as a business destination in cooperation with various county, state and federal agencies including the SC Department of Commerce, Charleston Regional Development Alliance and the Berkeley County Office of Economic Development.
  • Develops and implements marketing strategies for the recruitment of business and industry; ensures the growth of small business development, including startups, through individualized assistance grant programs and ongoing training opportunities.
  • Serves as the point of contact for developers and their professionals and facilitates their projects through the city’s approval process.
  • Conducts tree inspections to assure compliance with the tree ordinances.
  • Serves as the primary staff contact between the business community and the city by fostering a common vision and strengthening the business environment.
  • Represents the city at various forums and in various groups involved in economic development efforts.
  • Collects data and maintains a database with trends in socioeconomic, financial, financial, labor, education, migration, and other information to aide in the assistance of recruitment of business and industry.
  • Manages and facilitates the annual training requirements for the citizen commission and board members.
  • Performs long-range planning functions related to the preparation and implementation of new and/or revised planning and zoning documents, zoning ordinances guidelines, strategies and reports.
  • Performs special demographic, economic, land use and zoning analyses studies or surveys as directed; provides GIS assistance for Planning Department needs.
  • Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data.
  • Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities:

  • Knowledge of the principles, practices and regulations pertaining to zoning land use.
  • Knowledge of city government organizations and administrative processes.
  • Ability to understand department rules and regulations, City of Hanahan rules and regulations and standard operating procedures and the ability to help formulate same.
  • Ability to enforce codes firmly, with tact and impartiality.
  • Ability to initiate land use regulation and enforcement of codes independently of direct supervision.
  • Ability to establish good working relationships with citizens, contractors, developers, other personnel, and anyone interacting with the department.
  • Ability to communicate clearly and succinctly, orally and writing, with all interested parties about technical zoning and land use issues.
  • Ability to read and interpret engineering plans, building plans, blueprints, land surveys, diagrams, maps, specifications, and contracts.

Educational and Experience Qualifications:

Bachelor's degree (B. A.) from four-year college or university in Business, Economics, Public Administration or related field or two to four years related experience and/or training; or equivalent combination of education and experience.

AICP Certified preferred, current driver's license.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions and outside weather conditions. The noise level in the work environment is usually moderate.
