The City of Harrisonburg, Virginia is seeking qualified candidates for the position of Operations Manager to oversee the management of the Harrisonburg-Rockingham Emergency Communications Center (HRECC). The HRECC is a CALEA-accredited 24-hour emergency communications agency that provides services for the City of Harrisonburg and Rockingham County, including all towns within the county. As the Operations Manager for this position, you'll oversee all daily operations, including the development and execution of training programs for all Center personnel and education programs for the general public. Working closely with the HRECC's leadership team, you'll have an opportunity to make a direct impact in the local communities served.

This is a full-time exempt position with benefits and a preferred hiring range of $80,454 - $90,500 annually; however, an exact salary will be dependent upon the selected candidate's qualifications/experience and in compliance with City policy.

- Bachelor’s degree with coursework in emergency management or related field and considerable (3-5 years) experience in emergency communications including some supervisory experience. An equivalent combination of education and experience may be used to meet this requirement.
- Experience in a multi-disciplinary emergency communications center required.
- Valid driver's license.
- Availability to work a flexible schedule. Any employee of the ECC may be called upon to work over the scheduled shift or hours, as needed.
- Current possession of or the ability to obtain/complete the following within the time frame specified from hire date:
- Virginia Criminal Information Network/National Crime Information Center certification within 3 months;
- Cardio Pulmonary Resuscitation (CPR) certification within 3 months;
- Emergency Medical Dispatch (EMD) certification within 3 months;
- Virginia DCJS Instructor and APCO International Instructor certifications within 12 months; and
- NENA Center Manager Certification Program within 24 months.
- Felony conviction;
- Conviction of Class 1 or 2 misdemeanor, excluding those set forth in Title 46.2 of the Code of Virginia;
- Two or more D.U.I. offenses;
- Crimes characterized as involving moral turpitude (i.e., lying, cheating, or stealing) or gross misconduct (i.e., crimes against a person and crimes involving drugs or other controlled substances); and
- Other relevant criteria to this position.

- DMV Driving Record Review;
- Drug Screen;
- Medical Evaluation;
- Psychological Evaluation;
- Personal History Statement;
- Criminal Background Investigation, including VCIN Fingerprinting.
