Job Description
The Mayor, with the approval of the City Council, appoints the Director of Planning. In addition to those duties prescribed in the Charter or by Ordinance, the Director of Planning shall perform the following duties and responsibilities, under the direction of the Director of Administration and the Office of the Mayor.
ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)
- Responsible for a full range of supervisory, managerial, and professional activities associated with the daily operations and activities of the Department
- All matters related to planning and zoning, land use, and building code enforcement in the City
- Maintaining liaisons with County, State and Federal agencies involved with planning activities
- Coordinating annexation activities
- Providing staff support and maintaining liaisons with various commissions within the City, including but not limited to the Planning Commission, the Board of Appeals, and the Historic Preservation Commission
- Developing and implementing short and long range plans for the City
- Preparing and maintaining a departmental budget
- Oversees the updating the City’s Comprehensive Plan
- Performs other duties as assigned
OTHER RELATED FACTORS:
- Is exposed to disagreeable working conditions while conducting site evaluations in bad weather and is occasionally exposed to the potential for injury when walking through structures during site evaluations
- Must wear proper protective equipment
MINIMUM QUALIFICATION REQUIREMENTS:
Knowledge, Skills, and Abilities:
- Must have the ability to move about on construction sites
- Occasional physical effort is required including sitting, standing, walking, climbing and bending
- Must have a thorough knowledge of City policies, laws and regulations
- Ability to communicate orally and in writing
- Ability to foster effective relationships within and outside the Department
- Ability to use a personal computer, telephone, and standard office equipment
- Must possess a valid driver’s license
- Ability to effectively supervise and manage people
- The incumbent should possess knowledge of the principles of local, state and federal planning programs; the principles of zoning and subdivision; public relations; municipal budgeting; negotiations; and business principles
- The incumbent should possess a strong working knowledge of applicable local, state and federal laws, ordinances, policies, and regulations relating to the activities and responsibilities of the Department
- The incumbent should possess the ability and skills to encourage, lead, and motivate departmental staff
Education and Experience:
- Graduation from an accredited four-year college or university with a degree in Planning, Public or Business Administration, or a related field
- A minimum of six years of progressively responsible professional management experience in planning, of which two years in a middle or upper management level supervisory capacity
- Experience managing people/processes and directing daily work activities
