Position Title: City Planner
Pay Grade: 15: Exempt
Reports to: Community Development Coordinator
Purpose of Position:
The purpose of this position is to perform routine, complex, technical, and professional planning work for land use planning and development within the City.
Essential Duties and Responsibilities:
Responsibilities include but are not limited to:
Administers site plan review for all City departments.
Reviews rezoning requests, subdivision requests and special land use permits. Prepares and submits related documentation and recommendations.
Provides staff support to Plan Commission. Prepares and submits reports and information. Prepares and distributes Plan Commission meeting agenda. Acts as Plan Commission liaison to others.
Prepares annual planning division operating budget. Writes and submits grant applications. Prepares cost estimates.
Coordinates and manages planning consultant contracts.
Responds to inquiries, complaints, and comments from the public and others regarding planning, zoning programs, regulations and ordinances. Provides professional and technical advice to developers/landowners.
Creates maps and graphical information such as base maps. Updates maps.
Administers zoning, parking, and related codes. Develops ordinance revision recommendations. Reviews and approves sign and fence permit applications and plans.
Inspects various sites for assigned duties.
Staffs Board of Appeals and Board of Adjustments. Testifies before Boards and provides information. Schedules public meetings and hearings.
Serves as staff liaison to the Green Committee.
Assists City staff with development projects.
Participates in City long and short-range planning including master planning, park/open space,
redevelopment and other projects.
Assists in developing and implementing growth management, economic development, housing, transportation and other areas as needed.
Administers Community Development Block Grant program with St. Louis County.
Handles land disturbance reports and activities.
Acts as MS4 Coordinator with MSD. Inspects City maintained BMPs and prepares annual MSD reports.
Conducts demographic and other technical research related to planning. Develops and maintains planning databases.
Maintains a positive work atmosphere by performing and communicating in a manner which promotes a good relationship with citizens, and other members of the community, co-workers, and supervisors.
Education and Experience Requirements:
Bachelor’s Degree in Urban/Regional Planning or related field. A Master’s Degree in Urban Planning or related field is preferred; three years of progressively responsible land use planning, GIS and zoning experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities. AICP certification preferred, but not required.
