Purpose of Position
Under the direction of the Code Administrator, the Plan Reviewer performs a variety of routine administrative, legal and technical tasks in the enforcement of new construction regulations, ensuring the general health, safety and welfare of the public within the City of Hazelwood
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Reviews residential and commercial building plans and specifications and performs on-site inspections to verify compliance with code requirements including quality of materials and methods of construction for footings, foundations, excavations, wood framing, concrete work, steel erection, lathing, plastering, tile work, masonry, plumbing, electrical installations, zoning requirements and other construction work.
Requires notice of correction to be made when deficiencies exist and may assist builders and owners in determining how corrections are to be made to ensure conformance with regulations.
Enter inspection results in the field when each inspection is complete.
Answers technical code questions and furnishes information to the public (citizens, builders, developers, architects and engineers) regarding the requirements of building codes and zoning ordinances.
Assists with the issuance of permits for construction and determination of applicable permit fees.
Interacts with citizens, builders, developers, and design professionals regarding inquiries, complaints and recommendations.
Informs development professionals, local officials and the general public about the standards and procedures required by City ordinances.
Recommends amendments to adopted codes as needed.
Provides assistance to other entities including but not limited to the Hazelwood Police Department, and the Hazelwood Fire Department as needed.
Consults with contractors, owners, architects, engineers and other interested parties regarding construction codes.
Other duties as assigned.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
Assist City Planner as needed
Photocopies materials.
Types correspondence and other materials.
Minimum Training and Experience Required to Perform Essential Job Functions
Associates degree in inspection technology, or closely related field.
Minimum of five (5) years’ work experience in plan review, inspection, or construction experience.
Certification as a Plans Examiner within twelve (12) months of date of hire.
ICC Certifications preferred
Valid driver license.
Any combination of related education and experience
Physical and Mental Abilities Required to Perform Essential Job Functions
Language Ability and Interpersonal Communication
Ability to decide the time, place and sequence of operations within an organizational framework, and to oversee their execution. Ability to analyze and categorize data and information using established criteria, to determine consequences and identify and select alternatives.
Ability to utilize a variety of advisory and design data and information such as site plans, fee schedules, permit applications, variance requests, a variety of maps, subdivision applications, staff reports, grant applications, budget, meeting agendas, meeting minutes, cost estimates, ordinances, statutes, code manuals, engineering manuals, computer software operating manuals, comprehensive plan and non- routine correspondence.
Ability to communicate orally and in writing with developers, landowners, architects, Plan Commission, Board of Appeals, Board of Adjustment, Code Administrator, City Clerk, attorneys, City Manager and Director of Public Works.
Physical Requirements
Ability to operate equipment and machinery requiring complex and rapid adjustments, such as digitizing board, drafting instruments, computer terminal, telephone and photocopier
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as drawing and data entry.
Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling.
Ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
Knowledge of computer software consistent for this position.
Environmental Adaptability
Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as irate individuals, intimidation and temperature variations or extremes may cause discomfort and poses a limited risk of injury.
