Description
Must possess a high school diploma or equivalent and must possess a valid Class "C" driver's license from NC. CDL driver's license preferred.
This position performs supervisory and technical duties in support of the water distribution activities of the city.
Major Duties
Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
Establishes safe work zones to comply with state and federal regulations to ensure worker and public safety.
Supervises and participates in the repair and installation of water and sewer mains and lines, and taps.
Monitors equipment for readiness and safety.
Supervises and participates in the installation of fire hydrants; rebuilds and replaces parts.
Participates in and supervises the installation of new water and sewer service connections; installs new water meters; repairs, tests, calibrates water meters.
Monitors jobs in progress to ensure safety and productivity.
Assists with the transport of materials required by work crews.
Remains on call to respond to after hours emergencies.
Locates water and sewer lines for department personnel and other utilities.
Supervises the repair of streets, sidewalks, and curbs.
After-hours work is required during emergencies, inclement weather and other times as necessary.
Performs other related duties as assigned.

Knowledge and Qualifications
Knowledge of plan reading and interpretation.
Skill in the use of technology for mapping and work order completion.
Knowledge of the tools, materials, and standards used in the maintenance, repair and operation of wastewater collection and water distribution systems..
Knowledge of the tools, materials, and techniques used in the installation and repair of a wastewater collection and water distribution system.
Knowledge of city and department personnel policies.
Knowledge of OSHA regulations pertaining to water and sewer systems.
Skill in the use of equipment such as trackhoe, backhoe, pipe laser, boring machine, and tractor.
Skill in planning, organizing, and prioritizing work.
Skill in performing mathematical computations.
Skill in the supervision of personnel.
Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Possession of or ability to readily obtain an appropriate state-certified license in distribution and/or collection.
Skill in oral and written communication

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee in this position to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently/repeatedly required to stand; walk; use hands and exert forces needed to handle various types and sizes of tools, equipment and objects; reach with hands and arms and perform elevated work for periods of time; climb ladders and balance; climb into vehicles and equipment; stoop; kneel; half-kneel; squat; crouch; or crawl; and talk; or hear. The employee is occasionally required to sit. The employee must frequently lift, push, pull and/or move more than 100 pounds. An employee in this position will have successfully passed a "Functional Prework Screen" administered by a professional and impartial third party specialist.
SAFETY SENSITIVE: This position has been identified as safety-sensitive. The employee in this position will be part of a random drug testing pool. The methodology for choosing the random test subjects is handled by an outside, impartial, third party vendor.
WORK ENVIRONMENT: The work is typically performed at work sites. The employee is exposed to much noise, dust, dirt, grease, machinery with moving parts, and irritating chemicals. The work may be performed outdoors and occasionally in cold or inclement weather. The work requires the use of protective devices such as masks, goggles, or gloves.
