This position is responsible for serving as a liaison with the City’s Human Resources Department and performing various administrative duties in support of the Public Utilities Department.

Major Duties

  • Coordinates Human Resources activities including but not limited to pre-employment process, departmental orientation and workforce assimilation, promotions/transfers, disciplinary actions, resignations/terminations, leave of absence/FMLA, benefit assistance, special event notifications/scheduling, maintains employee records retention as required by NC General Statutes.
  • Responsible for ensuring the hiring process follows City policies and procedures.
  • Assists in department payroll process and all related reports.
  • Manages Payroll Change Notice process for the Public Utilities Department.
  • Maintains Munis ERP system to ensure data is updated in a timely and accurate manner.
  • Supervises administrative staff as designated by the Public Utilities Director.
  • Completes a broad variety of administrative tasks for the Utility Department including but not limited to managing multiple calendars for appointments, meetings and events to include related correspondence, reports, agendas, and presentations.
  • Other related duties as assigned.

  • Proficient in Microsoft Office, Adobe Acrobat, computer, copier, etc.

MINIMUM QUALIFICATIONS:
  • Completion of an associate’s degree and three years’ experience in the major duties of the position.
  • Knowledge and experience associated with at least three years of progressive responsibility in the field of Human Resources.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

Supplemental Information

PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts heavy objects.

WORK ENVIRONMENT: The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: Supervision of Administrative staff members as assigned.

SUPERVISORY CONTROLS: The Public Utilities Director assigns work in terms of general instructions. Completed work is spot-checked for compliance with procedures, accuracy, and the nature and propriety of the final results. This position works closely with the City Human Resources Manager.

GUIDELINES: Guidelines include city Personnel Policy, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY: The work consists of related administrative/supervision duties.

SCOPE AND EFFECT: The purpose of this position is to provide administrative support for the department. Successful performance helps ensure efficient department operations.

PERSONAL CONTACTS: Contacts are typically with vendors, co-workers, other city employees, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information and provide services.
