Job Description
Performs difficult clerical and responsible technical work involving the procurement of goods, services, and the maintenance of related records; does related work as required.
Work is performed under the general supervision of the Purchasing Manager.
Essential Tasks
- Purchase goods and services needed by the City of High Point
- Utilize current policies and procedures and general statutes to develop and organize all phases to procure goods and services
- Process informal bids including writing and reviewing specification, working with departments, posting bid to website, submitting bid to potential vendors, reviewing bid, awarding bid, and completing the bid file
- Process formal bids which involve more complex bidding rules and regulations for goods and services that include construction contracts such as roads, water / sewer, buildings, security systems, architectural / engineering services and other service contracts. Process includes writing and reviewing specification, working with departments, posting bid to website, submitting bid to potential vendors, advertising, pre-bid meetings, reviewing bid, awarding bid, preparing documents for City Council approval (if necessary) and completing contracts and completing the bid file
- Maintain paper and electronic bids received for auditor or public review
- Perform pre-bid meetings and bid openings as necessary
- Assist Purchasing Manager with RFQ's (Request for Qualifications) when necessary
- Process RFP's (Request for Proposals) for goods and services
- Assist with processing of annual contracts for goods and services including re-bidding if necessary, submitting renewal letters at contract end and renewal, distributing completed contracts to vendors and end user updating annual contracts database
- Coordinate and administer the procurement card program. Ensure that enrollment forms and employee agreements are completed correctly and filed appropriately; authorize and issue procurement cards, and maintain authorization files for procurement cards
- Perform monthly procurement card statement audit
- Process city employee's procurement card requests, maintain BOA Works procurement card profiles account, and monthly reporting
- Provide ERP Technical Assistance including data entry, inquiries, running reports, etc.
