The City of High Point is currently seeking a Wastewater Plant Superintendent that performs difficult technical and responsible administrative work overseeing the operation, maintenance and repair of the Eastside Wastewater Treatment Plant; does related work as required. The work is performed under the general supervision of the Wastewater Plants Manager. Supervision and is exercised over the wastewater operations at the Eastside Wastewater Treatment Plant.

Essential Tasks

  • Schedules, assigns, supervises and observes the work of plant operators and mechanics engaged in the operation and maintenance of a wastewater plant.
  • Assumes the role of Designated Operator in Responsible Charge (ORC) of the wastewater treatment plant.
  • Serves as City designee and voting member to the Yadkin Pee Dee River Basin Association (YPDRBA) as delegated by superiors;
  • Makes regular inspections of equipment and facilities, recommends improvements;
  • Researches and evaluates new and replacement products, supplies and equipment, and approves purchases;
  • Analyzes plant and laboratory data, consults with operating personnel and directs the adjustment of process control methods to improve plant efficiency;
  • Operates complex computer controlled equipment to include SCADA, PLC controlled machinery and integrated systems, and records essential data required to meet state and federal regulatory permits;
  • Trains employees in procedures and methods;
  • Prepares comprehensive reports on plant operations for submission to administrative superiors and governmental agencies;
  • Assists in the preparation of the plant operating budget and capital improvement program and the monitoring of plant expenditures;
  • Develops and enforces plant safety and other procedures and regulations;
  • Works with contractors, engineers and others as necessary;
  • Works with public relations personnel on matters of concern;
  • Maintains various recordkeeping and reporting forms;
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.

Qualifications

  • Formal Education

    Bachelor's Degree in Chemistry, Environmental Science, Biology, or related field of study supplemented by technical course work in water / wastewater utility operations and engineering. A minimum of 5 years of water / wastewater utility operations experience. OR

  • Associate degree in Chemistry, Environmental Science, Biology, or related field of study supplemented by technical course work in water / wastewater utility and engineering. A minimum of 10-years of water / wastewater utility operations experience. OR
  • High School Diploma and a minimum of 15 years of water / wastewater utility operations experience.
  • Certifications :
  • Must hold a Grade IV Wastewater Certificate.
  • On-the-job training approximately 6 months to 1 year.
  • Must have good driving and safety records. Must maintain a Class C Driver's License.
  • Special Requirements :
  • Extensive progressively responsible technical knowledge and experience in wastewater operations including supervising others preferably at the level of Wastewater Supervisor.

  • Must have thorough knowledge about the theory of wastewater treatment and operations.
  • This job is subject to being called out after hours, on weekends, and holidays for emergencies.
  • Must have ability to prepare plans and detailed reports and maintain records; to plan and supervise the work of subordinates;
  • Must have excellent computer skills and proficient in Microsoft Word / Excel. Must have thorough knowledge of standard office practices, procedures and equipment; of data communications systems; of budget procedures;
  • Must be able to establish and maintain effective working relationships with supervisors, employees, suppliers and the general public.
  • Physical Requirements
  • Hearing / Speaking - Expressing and / or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens and applicants.

  • Worker often uses the telephone, PA system and two-way radio
  • Visual Abilities - the ability to perceive via eyesight is required for this position :
  • Acuity, far - Clarity of vision at 20 feet or more. Must be able to see and observe panel lights from a distance to monitor activity and ensure proper operation. Both eyes 20 / 25 - R 20 / 30 - L 20 / 30 corrected
  • Acuity, near - Clarity of vision at 20 inches or less. Must be able to see hand tools, instruments, panel board, sample containers, etc. Both eyes 20 / 22 corrected
  • Depth Perception - Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Must be able to judge distances so as to use both hands in performing different tasks at the same time and in seeing entire work area. Depth Perception - 4
  • Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover grounds, and ensure safety, while looking at a given objector instrument.
  • Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly at equipment or people who are located at varying distances.
  • Physical Strength - degree of physical demands typically associated with this position include :

Ability to understand and follow oral and written directive and perform the relative tasks. As a supervisor, must be able to make responsible decisions so good judgement is extremely important.

  • Ability to use mathematics to the extent of figuring costs for new equipment, engineering calculations, preparing budget figures, verifying time records and making reports.

  • Language Ability
  • Ability to read and comprehend operators' manuals, construction plans, safety rules and regulations, City Personnel Ordinance and handbooks, instructions, directions, street names and signs, blueprints and diagrams, city maps and other documents relating to the job.

  • Ability to accurately communication information and instructions both verbally and written to various personnel with various educational levels.

    The Wastewater Plant Superintendent is subject to inside and outside environmental conditions;

  • Exposed to the various weather conditions and temperatures
  • The worker will be required to work in and out of doors during the summer when the weather is usually hot and the winter when the weather is usually cold.
  • Combining the type of work performed with the weather conditions, the worker should be one who can work outside in the sun, rain and cold climate.
  • The position is best suited for someone who doesn't mind getting wet, dirty and sometimes sweaty.
  • Hazards
  • Employee will be exposed to chemicals used in the treatment of water, water borne disease, electrocution, falling, hazardous gaseous and dangerous equipment.
  • Work is subject to all OSHA standards for wastewater industry.
  • Machinery / Tools / Work Aids / Other Equipment (which may be representative, but not all inclusive, of those commonly associated with this type of work.)
  • Personnel Resolution, Laboratory equipment, dissolved oxygen meters, pH meters, ammonia meters, scales, microscope, and various other meters, and some chemicals used in the laboratory and in treatment processes such as sodium hypochlorite, lime and aluminum sulfate, alconox glass cleaner, sodium hydroxide, chlorine, pH 4 acetate buffer and potassium iodide.
  • Sample duties include reading gauges, taking samples and manually adjusting valves. Worker also uses computer monitoring equipment, calculators, hand tools, two-way radio, flashlights, and motorized equipment including cars and pick-up trucks and various recordkeeping and reporting forms.
