Your Purpose:
 This position offers an exciting opportunity to engage in hands-on professional work within the Development Services Division of the Planning and Development Department. You’ll be involved in reviewing land development plans, board action applications, commercial construction projects, and zoning permits—each task contributing to the growth and transformation of the community. With a variety of assignments, no two days are the same, and you’ll be continuously learning and developing your skills. Supported by the Development Administrator, you'll have the chance to make a tangible impact while advancing your expertise in a collaborative, fast-paced environment. 
 

What You’ll Do:

  • Provide general information to the public regarding development regulations, including zoning, subdivision, and other standards, as well as the development review process.
  • Assist developers, architects, engineers, and the general public with understanding specific regulatory requirements and procedures for development projects.
  • Review or assist in the review of moderately difficult land development plans for compliance with development regulations, including sketch plans.
  • Support street addressing functions within the department.
  • Evaluate and assist in the review of voluntary annexations, rezonings, text amendments, special use permits, street closings, variances, and other development proposals.
  • Conduct field evaluations and assessments, collect data, analyze existing conditions, derive conclusions, make recommendations, and prepare technical reports.
  • Assist in the review and processing of construction permits for zoning compliance (commercial, residential, and zoning permits).
  • Present oral reports to boards and commissions and attend meetings as required.
  • May be required to drive to various locations to complete assignments.
  • Assist division head and staff as needed.
  • Ensure all work is performed in accordance with OSHA and City Safety Standards and Policies.

Minimum Required Qualifications:

  • Bachelor’s degree in planning or public administration or an expected graduation date of spring 2025 with a degree in planning or public administration
  • Bachelor’s degree in public, policy, architecture or a closely related field with at least one (1) year of experience; OR 
  • High School Diploma with 3 years of progressive planning and/or project management experience.
  • Valid Driver’s License
  • Knowledge of:
  • Principles and practices of planning, research, and data collection.
    • Effective writing techniques.
    • Computer programs and applications, including Microsoft Office and Geographic Information Systems (GIS).
      • Ability to establish and maintain effective working relationships with associates, officials, developers, and the public.
      • Ability to read and interpret development plans.
      • Proficient with software related to development.
      • Ability to comprehend and apply development ordinances and regulations.
      • Knowledge of urban and regional planning theories, principles, techniques, and practices.
      • Ability to prepare and present technical reports, both orally and in writing.


Preferred Qualifications:

  • Master’s degree in urban planning, architecture, public administration or related field. 
  • Certified Zoning Official (CZO) and/or American Institute of Certified Planners (AICP)

Hearing/Speaking:

  • Ability to communicate effectively with internal and external customers, including co-workers, citizens, and applicants.

Visual Abilities:

  • Far acuity: Ability to see clearly at 20 feet or more (e.g., administering tests, operating a vehicle, addressing an audience).
  • Near acuity: Ability to see clearly at 20 inches or less (e.g., reading documents).
  • Depth perception: Ability to judge distance and spatial relationships.
  • Field of vision: Ability to see a wide area while focused on a single point.
  • Accommodation: Ability to quickly adjust focus.


Physical Strength:

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, and a negligible amount constantly to move materials.
  • Reaching: Extending hands or arms in any direction.
  • Handling: Grasping, holding, or manipulating objects with hands.
  • Fingering: Using fingers for tasks like pinching or picking.

Mental Activity/Requirements:

  • Ability to apply logical thinking and knowledge of public personnel and employment laws to tasks and situations, exercising good judgment.
  • Ability to use arithmetic and/or statistics to prepare records and reports.
  • Proficiency in speaking, reading, and writing in English.
