Your Purpose:
 
The Sewer Mains Specialist plays a key role in supporting the Senior Mains Specialist with the daily operations of the Collection System. This dynamic role includes a variety of tasks such as SSO reporting, FTSE and FA computation, system cleaning, root control, FOG compliance, I&I management, and lift station monitoring. You’ll be hands-on with data collection, ensuring accurate reporting to the State, maintaining facilities, and assisting with system operations. Using a range of specialized equipment, you'll tackle challenging and rewarding tasks while contributing to the efficiency and sustainability of the entire system. Work is performed under regular supervision, with the opportunity to oversee and guide semi-skilled workers in alignment with City policies. What You’ll Do:

  • Back-up ORCs for collections
  •  Ensure the collection system complies with Federal, State, and Local regulations
  • Complete required reports for Federal, State, and City agencies on time
  • Support departments (lab, industrial pretreatment, FOG program, maintenance, engineering, administration, code enforcement, planning, zoning) in maintaining accurate system records and adhering to regulations
  • Collect data for the FOG program, plant maintenance, wastewater treatment, sewer meters, and other related programs
  • Inspect system devices, pipelines, rights-of-way, creek crossings, etc.
  • Monitor odor control systems
  • Assist engineering technicians and GIS personnel with water main and sewer line issues reported by contractors or residents
  • Serve as on-call backup ORC when scheduled
  • Help locate lost manholes, air releases, and force mains
  • Adjust air release and vacuum valves on force mains
  • Perform field checks for sewer taps using maps, records, and GIS
  • Assist other departments in locating utilities and water/sewer mains
  • Coordinate with building owners and the City Engineering Department to resolve water and sewer complaints
  • Apply knowledge of traffic, safety, and departmental regulations
  • Know how to maintain, repair, and construct water and sewer systems
  • Operate specialized equipment like pressure monitors, flow meters, and odor control tools
  • Work independently and follow City policies
  • Communicate effectively with supervisors, coworkers, and the public
  • Read and interpret plans, maps, specifications, and data sheets
  • Use two-way radios effectively
  • Respond quickly in emergencies to restore systems
  • Ensure all work complies with OSHA and City safety standards
  • Install, replace, and repair water mains, sewer lines, taps, fire hydrants, valves, and meters
  • Raise and lower manholes and valve boxes
  • Tap high-pressure lines and make connections
  • Assist with trenchless repairs (e.g., cure-in-place liners for pipes)
  • Use computer systems to access work orders and sewer system maps
  • Operate pipe and utility locators
  • Drive service or tandem trucks to pick up materials and haul equipment to job sites
  • Clean and maintain Division facilities

Minimum Required Qualifications:

  • High School Diploma or General Equivalency Diploma (GED).
  • Valid Driver’s License.
  • North Carolina Grade 3 Collections Certification or a Grade B Distribution Certificate.
  • Prior work experience in a Water Distribution system, lift station maintenance repair and construction, or wastewater collection system.

Physical Requirements:

  • Hearing/Speaking: Ability to communicate clearly with citizens, employees, and supervisors, both in person and over two-way radio/telephone. Must hear warning sounds from equipment (buzzers, bells, horns).
  • Visual Abilities:
    • Far Acuity: Clear vision at 20 feet or more to monitor project areas and drive vehicles to/from job sites. Corrected vision: R 20/30, L 20/30.
    • Near Acuity: Clear vision at 20 inches or less for tools, manuals, work orders, and materials. Corrected vision: 20/22.
    • Depth Perception: Ability to judge distances and space for task execution and safety.
    • Field of Vision: Wide span of vision required for monitoring project sites and ensuring safety.
    • Accommodation: Ability to adjust vision for varying distances, especially when shifting between near-point tasks and overall project monitoring.
  • Physical Strength:
    • Heavy Work: Exert up to 50 pounds occasionally, 50 pounds frequently, and 10–20 pounds constantly. Involves walking, standing, carrying, bending, lifting, pushing, pulling, climbing, and stretching. Frequent use of arms, hands, legs, feet, and back.

Mental Activity/Requirements:

  • Reasoning: Ability to apply logical thinking to work tasks, safety requirements, and traffic safety principles.
  • Mathematics Ability: Must understand basic math for pipe sizing, flow requirements, and supply quantities.
  • Language Ability:
    • Reading: Ability to read manuals, instructions, equipment readings, work orders, and street signs.
    • Writing: Must write work orders clearly and legibly.
    • Speaking: Must communicate clearly with citizens, coworkers, and supervisors, especially during emergencies.

Environmental Conditions:

  • Physical Surroundings:
    • Exposed to varying weather conditions (heat, cold, rain, etc.) and rough terrain. Must work outside in all weather and be comfortable in muddy, dirty, or wet conditions.
  • Hazards: Potential exposure to wastewater, chemicals, and bloodborne pathogens per OSHA standards.

Machinery/Tools/Work Aids/Other Equipment:

  • Air tools, power tools, hand tools, pipe fittings, water mains, sewer lines, valves, TV inspection systems, work orders, ladders, two-way radios, and safety equipment.
