What You’ll Be Doing
As a Capital Project Inspector, you’ll be out in the field daily, monitoring construction activity on major capital projects across Hillsboro. You'll serve as the City’s eyes and ears on-site — ensuring work meets required standards, resolving field issues, and escalating concerns when needed. You’ll build relationships with contractors and consultants while playing a vital role in delivering high-quality public infrastructure.
Your daily impact will include:
- Conducting field inspections of capital infrastructure construction projects (sewer, stormwater, roadway, and more)
- Monitoring ongoing work and ensuring it meets minimum standards, regulations, and approved plans
- Checking in regularly with contractors during construction to observe, document, and provide feedback
- Reviewing construction documents and specifications to identify compliance and constructability issues
- Preparing clear and detailed documentation including inspection daily reports, RFIs, and change orders
- Participating in project meetings, including pre-construction and construction progress discussions
- Supporting design reviews by providing real-world constructability insights
- Responding to field issues and determining the steps to achieve a successful resolution
Tools of the Trade:
This field-based role includes the use of a City-provided truck, laptop, and cell phone to support mobile inspections, documentation, and communication throughout the day.

Acceptable Experience and Training:
- Associate’s degree in Civil Engineering, Construction Engineering, or a related field
- Minimum of 3 years of experience in capital project inspection, engineering, or surveying, including lead responsibilities
- An equivalent combination of education and experience will be considered
Technical Knowledge:
- Experience with construction documents, RFIs, change orders, and inspection documentation
- Familiarity with ODOT Specifications, Clean Water Services, and City of Hillsboro Design and Construction Standards is highly desirable
Certifications:
- Valid Driver’s License with a safe driving record
- CPR/First Aid Certification
- Preferred: ODOT General Inspection Certification, APWA Public Infrastructure Inspector Certification

Work Schedule & Location
This is a full-time, field-based position based out of the City of Hillsboro Public Works Office, with regular travel to project sites throughout the city. The standard work schedule is Monday – Friday, 8:00 AM – 5:00 PM.
