About this Opportunity
Join us as our new Engineering Project Manager with the City of Hillsboro Water Department! As the Engineering Project Manager, you will work on capital improvement projects from planning, budgeting, and design through construction and project completion. The work involves close collaboration and coordination with other divisions in the Water Department, other City departments, staff from partner agencies, and design consultants to meet project goals. This position requires strong written and verbal communication skills to convey technical information to project stakeholders including the public. In addition, this role will provide help as necessary to the division’s development services group for modeling fire-flows, analyzing development proposals, and other related departmental needs.
This will be an excellent opportunity to serve as a technical resource for the City, Joint Water Commission, and the Willamette Water Supply Program. Essential Functions, Duties & Tasks
- Provide oversight and coordination of capital improvement projects, including design, permitting and construction phases, and coordination of equipment and staff.
- Supervises engineer staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Attend meetings to present information and address related issues and actions.
- Use strong communication skills to convey technical information to broad audiences, provide regular project reporting to management and elected officials, and maintain organized records for retention.
- Collaborate positively with a wide range of stakeholders.

Successful Candidates Will Have
- Working knowledge of drinking water distribution or other closely related field
- Knowledge and experience in the layout of public infrastructure
- Knowledge reading and using blueprints, construction drawings, and record drawings
- Experience with design software such as AutoCAD Civil 3D
- Knowledge and experience working with ArcGIS Pro and survey data
- Experience with construction project delivery including, but not limited to production and or review of:
- Knowledge or experience working with hydraulic modeling software and concepts
- Ability to effectively communicate technical information in writing, over the phone, and in group meetings.
- Ability to support emergency operations outside of normal business hours.
- Ability to manage projects from the planning phase to the project close out
- Ability to work in construction environments and industrial settings with appropriate safety equipment and personal protective equipment.
Job Qualifications & Requirements

Education & Experience
Bachelor's degree in Civil, Water Recourses or Environmental Engineering or a related field; and four years of related experience in area of assignment, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Minimum two years of supervisory and project management experience in related fields.
Licensing/Certifications
- State of Oregon Professional Engineering Licensure
