About This Opportunity
The City of Hillsboro’s Water Department provides water to over 88,000 customers and is the managing agency for the Joint Water Commission, which serves over 400,000 customers in Washington County, Oregon. The Program Manager will join the Department’s Water Resources Division to support management of the Division's ongoing programs and projects. What You Will Be Doing
As the Water Resources Program Manager you have the opportunity to oversee complex, critical projects while leading teams and developing staff. You will lead the Resource Management and Water Quality teams, ensuring projects meet objectives, timelines and budgets. This is an exciting time to be a part of the Water Dept. which is part of a forward-thinking City and a partner in several momentous regional projects.
Support to the Division Manager in monitoring and tracking drinking water rulemaking and policy at the national, state, and local levels, such as forthcoming Per- and Polyfluoroalkyl Substances (PFAS) regulation, and designing City compliance plans.
Supervise the Water Quality Program and Resource Management Coordinators, whose teams execute programs relating to drinking water compliance, water quality investigations, source water protection, and water conservation.
Oversee regulatory compliance and department programs and staff as well as projects required by the Division Manager (DM) and/or Director and must be able to provide coverage for the DM when needed. This includes being the technical lead for lead and copper rule revisions (LCRR) and lead and copper rule improvements (LCRI) compliance (identified in Water Dept. Strategic Plan) including extensive community relations with public information officers, and technical lead for Water Supply Integration for Hillsboro, including Commissioning and Start-Up coordination for the City (identified in Water Dept. Strategic Plan).
Represent Hillsboro Water or the Joint Water Commission (JWC) at stakeholder meetings or Board of Commissioner meetings and present information to the Board, Management and Operations Committees and other various internal and external groups.
Assist with development of budgets and work plans.
Current/Upcoming Projects
Drinking Water Regulatory Compliance – Oversee many programs that ensure compliance with federal and state regulations and prepare the department for upcoming requirements such as PFAS monitoring.
Watershed Monitoring and Protection Programs-The Joint Water Commission is evaluating programs and partnerships in the drinking water source area to improve water quality.
Lead and Copper Rule Revision (LCRR) Program Team-The position will lead multi-division team of staff meeting compliance with the many requirements of the LCRR and the Lead and Copper Rule Improvements Rule.
Willamette Water Supply Integration -Support technical planning and communication efforts to ensure a seamless introduction of a second water supply for Hillsboro.
Traits of a Successful Candidate
The ideal candidate can effectively oversee the work of staff and consultants to ensure a variety of programs and projects meet the department’s needs. Background in natural resource management programs, specifically water related. Experience working with regulatory reporting and compliance deadlines. Experience leading teams, assigning work, and developing staff. Building partnerships and working successfully with multi-disciplinary teams. Manage contracts and prepare budgets.

EDUCATION AND EXPERIENCE:
Bachelor’s degree Environmental Science, Natural Resource Management, Chemistry, Geography, or related fields; and five years of related experience, including three years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
