STAFF ENGINEER / PROJECT MANAGER

Performs complex analytical work in providing office and development review and engineering support and construction and field engineering support for environmental, drainage, water, sewer, street, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria; assists the City Engineer as needed and directed.

ESSENTIAL DUTIES
  • Designs, develops, manages, and implements public work projects, including water, sanitary sewer, storm sewer, roadway, signalization, as well as various site and drainage improvement projects utilizing Microsoft Office, Engineering and Surveying software and surveying equipment. 
  • Performs project management from the initial planning stages of construction through completion. 
  • Conducts field surveys and analyzes studies, existing conditions, current and projected future needs, budgets, local, state and federal rules, regulations, and guidelines to define the limits, extents, alternate solutions, and project phases as necessary. 
  • Designs detailed construction plans including plan, profiles, roadway geometrics, signalization schematics and traffic control plans. 
  • Prepares contract documents and technical specifications for capital improvement projects such as roadway and utility construction, ROW and ADA improvements, fencing, electrical, traffic signals, paving and concrete work.  
  • Assists the Building Safety & Permitting Division with Site Civil and Off-site construction related to private construction project and makes staff recommendations. 
  • Prepares staff summaries, resolutions and contracts. 
  • Coordinates project construction with contractor, professional services, and staff.  
  • Performs onsite inspection, calculates, records and maintains material and quantity records for payments and final change orders and project closeouts. 
  • Completes applications for state and federal grants. 
  • Completes traffic signal warrant analyses, preliminary estimates and writes justifications and needs accordingly. Performs grant administration for funded projects completing and compiling all necessary forms, documentation, payments, reimbursements, project closeouts, and applications.
  • Responds to inquiries from contractors, developers, property owners, staff and the general public. 
  • Performs a variety of office related functions, including preparing correspondence, maps, presentation materials, reducing field notes, printing materials, answering phones. Researches records, maps and other data to obtain such typical engineering data such as location of parcels, right of ways, utilities, etc.
  • Performs duties of Engineering Technicians as needed or as required. 
  • May serve as a representative to the City of Hobbs in a variety of group organizations in the engineering field.  May serve on various employee committees, as required and assigned.
  • Assist with the coordination of CRS program, Floodplain Management, asset management, sidewalk inspection, maintenance and enforcement programs. 
  • Assists in the training of other city personnel in public works design and construction techniques. 
  • Prepares and submits to City Engineer reports as may be required or as deemed advisable to submit. 
  • Attends seminars and workshops related to area of responsibility, which may require out of town travel; participates in professional organizations related to areas of responsibilities. 
  • Other duties as assigned.

Graduation from a four-year accredited college or university with a degree in civil engineering or a closely related field required. Public or private professional civil engineering experience desired.

  • OR    - 

Associate's degree or equivalent course work at a technical or vocational school, in AutoCAD, engineering technology, survey technology or related field plus four (4) years applicable work experience required.

An equivalent combination of education and experience may be considered.

Skills, Knowledge and Abilities:

  • Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. 
  • Skill and physical ability to perform public works project design, management and inspection.
  • Knowledge of survey principles, techniques, mathematics and procedures; principles and practices of public administration, including budgeting, contracting and program management.
  • Knowledge and experience of field data collection, survey practices and use of GPS, total station and auto level desired.
  • Knowledge and experience with AutoCAD, and knowledge of standard Microsoft software. Specialized knowledge in CAD based programs such as Survey or Civil 3D is desired. Familiarity with ESRI programs such as ArcMap and/or ArcGIS Pro. 
  • Ability to gain knowledge of problem-solving techniques used in construction, engineering, inspection and compliance processes.
  • Ability to gain knowledge of local, state, and federal grants and regulations.
  • Ability to gain knowledge of applicable City, state and federal policies, laws and regulations.
  • Ability to manage and oversee the design and construction of multiple, diverse engineering projects, through staff and outside consultants, to meet project completion deadlines.
  • Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction.
  • Ability to effectively negotiate and interact with a variety of consultants, contractors, agencies and others to interpret, explain and apply complex rules, regulations, laws and ordinances.
  • Ability to make precise survey measurements and to make and interpret survey calculations.
  • Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction; Ability to be accurate and detail oriented.
  • Ability to prepare assessments, administer and monitor project budgets and schedules and control change order processes, contract documents, including right-of-way descriptions and surveys.
  • Ability to analyze highly complex technical design engineering, construction engineering and surveying problems, evaluate alternative approaches and implement or recommend effective solutions.
  • Ability to establish and maintain an effective working relationship with other City department staff, contractors, developers, property owners, consultants, real estate agencies, other governmental agencies, and the general public.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Skill in operation of below listed tools and equipment.

SPECIAL REQUIREMENTS

  • Valid State issued Driver’s License
  • Certification
    • Possess or obtain Engineer Intern (EI) certification within a year of hire date 

OR

  • Must be physically capable of moving about on construction work sites and under adverse field conditions.

TOOLS AND EQUIPMENT USED

Personal computer, including word processing, spreadsheet, and data base and computer-aided-design software, standard drafting tools, surveying equipment including level, total station, GPS/GNSS equipment and electronic distance measuring devices, motor vehicle, phone, mobile radio, pick, hammer, sledge hammer, shovel, screw driver, pliers, sockets, ratchets, hydrant wrench, hydrant flow diffuser, and other small hand tools.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in office settings.  Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.  Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

While performing the duties of this job, the employee is frequently required to talk, hear, or reach with hands and arms from a standing position.  The employee is frequently required to sit, stand, walk, kneel, stoop and use hands and fingers to handle feel or operate objects, tools or controls. The employee is occasionally required to run, climb or balance, crouch or crawl. The employee is required to move about amongst construction work sites, in alleyways, and in street rights-of-way.The employee must frequently lift up to 40 pounds, carry surveying equipment.   Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.WORK ENVIRONMENT

While performing the duties of this job, the employee frequently works outdoors. While performing the duties the employee is frequently exposed to extreme weather, around moving traffic and moving construction equipment.   The employee is occasionally exposed to vibration, fumes or airborne particles, raw sewer, pressurized water, confined spaces, open trenches, extreme heat, and spider and snake bites. 

The noise level in the work environment is quiet in the office, and moderate to loud in the field.
