ESSENTIAL DUTIES
Supervises assigned personnel in the construction, maintenance and repair of water distribution and sewer collections system. Provides direction and instruction to crews engaged in the installation, relocation and repair of water and sewer mains, service connections, fire hydrants, valves and related distribution and collection equipment. Inspects the work in progress of employees, checks materials and workmanship. Makes recommendations as to type and quantity of inventory to be ordered and assists in setting minimum and maximum level of inventory based upon line size, type of fittings, special projects and other needs. Maintains time and work records, tracks and updates work orders via automated software. Trains and evaluates assigned personnel. Approves paperwork on a variety of subjects including leave requests and time sheets.
Assists crewmembers with arrangements to attend applicable training courses to achieve and maintain necessary and/or desirable certifications. Counsels assigned personnel and/or makes recommendations for disciplinary action as needed.

NON-ESSENTIAL DUTIES
May serve on various employee committees as required and assigned.
This position is subject to the City of Hobbs’ Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.
MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from high school or GED equivalent plus five (5) years’ experience in water and sewer line construction, maintenance/repair. Two of which were in a lead worker position.
Skills, Knowledge and Abilities:
- Considerable knowledge of materials, methods, practices and equipment used in the construction, maintenance and repair of water distribution, effluent and sewer collection systems.
- Considerable knowledge of trench safety, PPE, confined space and other safety regulations.
- Knowledge of Municipal water and sewer systems and their services.
- Knowledge of traffic laws, ordinances and regulations pertaining to operations of motorized equipment.
- Knowledge of gas detection and monitoring.
- Knowledge of NM811 excavation laws and safety guidelines and the ability to communicate with NM811 effectively to maintain integrity of field operations during emergencies or standard operations.
- Ability to understand and read GIS maps, operation and service manuals for Arc Maps, and ArcGIS and mapping software.
- Ability to estimate materials and equipment needs for a specific project.
- Ability to effectively communicate with customers in all situations and provide ETA’s of outages and solutions in a timely manner.
- Ability to establish and maintain effective working relationships with the Utility Director, subordinate staff and the general public.
LICENSING AND CERTIFICATIONS
Valid state issued driver’s license with CDL endorsement.
Possess and maintain Water Systems IV and Collection Systems II certifications.
SUPERVISION RECEIVED
Works under the guidance and direction of the Utilities Director, Utility Superintendent and Utility Maintenance Supervisor.
SUPERVISION EXERCISED
Directly supervises operators, hired contractors, and support staff on a daily basis.

The employee must routinely lift and/or move objects up to 50 pounds and occasionally lift and/or move objects up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
The employee is also required to be on call and perform duties as a Foreman/Supervisor for a period of up to 16 days a month.
