Salary Range For Position Is Within $149,279.86 - $238,848.66 Annually

Dependent On Qualifications

JOB SUMMARY:

Under the general direction of the City Manager, incumbent will assist in the delivery and management of efficient and responsive City government operations and help implement mandates and directives of the City Commission.

The incumbent will provide executive level oversight, direction and coordination for several key departments and offices including Parks, Recreation & Cultural Arts, Public Utilities, Design & Construction Management and Public Works. The incumbent will also guide the formation of a city-wide development/redevelopment vision that promotes responsible commercial redevelopment while enhancing residential quality of life, the preservation of open space, and the emergence of a quality, city-wide, community aesthetic.

The incumbent will oversee the formulation and administration of proactive and innovative long range and short-term courses of action that ensure transparency, efficiency, collaboration, and competitiveness, while adhering to green practices. Incumbent will exercise considerable initiative and independent judgment and may serve as Acting City Manager when the City Manager is away from the office.

Essential Job Functions And Responsibitlies

  • Oversees management of the daily operations in Parks, Recreation & Cultural Arts, Public Utilities, Design & Construction Management and Public Works.
  • Guides the preparation and implementation of coordinated sustainable redevelopment initiatives and strategic operational plans to position Hollywood as a desirable community to live, play, study, visit and invest upon the approval of the City Commission and under the direction of the City Manager.
  • Guides the planning, development, coordination and implementation of resilience efforts geared toward effectively and proactively managing a wide array of community risks with potential impacts to the City’s economic, cultural, and environmental health.
  • Serves as liaison between the City Manager’s Office and various departments as well as citizen boards, neighborhood associations, civic groups, volunteer organizations and governmental agencies.
  • Evaluates and mentors Directors in reporting departments to ensure full accountability and realization of goals and objectives as they contribute to the wider City mission and the streamlining of City functions.
  • Develops and implements work programs, policies and procedures; initiates and carries to completion special programs as assigned by the City Manager; personally, handles a variety of ongoing and special high-level work projects in an effort to relieve the City Manager of such tasks.
  • Conducts certain studies and reviews for the City Manager to successfully accomplish specific tasks requested by the City Commission.
  • Confers with citizens on specific concerns if unresolved at the departmental level; formulates recommendations to resolve problems; delegates and monitors work to rectify problem areas.
  • Provides executive level oversight in the formation of initiatives (including appropriate public-private joint ventures or agreements) to accomplish city-wide redevelopment goals.
  • Serves as a member of the City’s Executive Management Team for collective bargaining, reviewing and/or providing analysis and recommendations of collective bargaining proposals.
  • Serves as an example in the highest levels of professionalism, integrity and innovation and motivates others to do the same.
  • Performs other duties as required.

EDUCATION/EXPERIENCE:

Required

  • Graduation from an accredited four (4) year college or university with a major in Political Science, Urban Design, Public Administration or closely related field, and five to seven years of progressively responsible experience in transforming mid to large urban communities through successful Planning, Community Development, Urban Design, Real Estate Development or Economic Development endeavors.
  • Must be capable of independently making decisions on policy and process improvements.
  • Critical thinking, communication and data analysis skills a must; ability to work on the detailed level and synthesize complex information.
  • Strong oral and written communication skills, judgment, discretion and confidentiality in all aspects of work is required.
  • Demonstrated success in a fast-paced environment with shifting priorities and deadlines.

Preferred

  • Master’s Degree in Planning, Public or Business Administration, or related with 10 or more years of progressively responsible municipal government experience.
  • Project management experience is preferred.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements

  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

Knowledge, Skills, Abilities

The successful candidate should be a self-starting team player with: effective leadership skills and a strong background in management, economic development, sustainability, public affairs and city administration principles; Proven ability to manage and lead staff in a changing environment; ability to work collaboratively with varying levels of employees and leaders; skills in examining and reengineering operations and procedures; strong analytical skills, both quantitative and qualitative; the ability to balance multiple projects and meet deadlines; highly effective written, verbal and communication skills; Outstanding computer skills, ability to work collaboratively with peers and senior staff; familiarity with government procedures a plus.

Physical Demands

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. May require the use of fingers or hands to manipulate objects such as picking, gripping, or pressing. Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception. Work is performed primarily in an office environment that requires the employee to be sensitive to change and responsive to changing goals, priorities, and needs.

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

All successful applicants will be required to pass an extensive background, which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions.

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

Tobacco Affidavit: As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
