Description
Performs technical bookkeeping and accounting-related tasks in locating, tracking, and collecting delinquent real estate and personal property taxes as well as other debts owed to the City.
Examples of Duties
- Provides excellent customer service, both to external and internal customers
- Answers telephone, providing information and answering questions regarding paid and unpaid taxes
- Manages vehicle registration withholding program which requires researching accounts to establish if criteria are met, notifying delinquent taxpayers (30-day letters), accessing DMV database to initiate / remove stops, tracking collections, and filing paperwork
- Manages debt set-off program which involves submitting claims to the Department of Taxation for confirmation, determining validity of confirmed claims, notifying taxpayers, and tracking payments
- Maintains bankruptcy records and files which include researching bankruptcies to determine delinquent taxes and calculating amount due; sending proofs of claim to court, attorney, and / or trustee; posting payments; tracking status of bankruptcy proceedings
- Runs delinquent real estate, personal property, business licenses, meal tax notices
- Processes returned checks by notifying individuals of returned checks and associated fees, posting returned check and fee payments to appropriate accounts, and initiating collection action for payments not received
- Prepares and issues tax liens to delinquent taxpayers' employers, prepares and issues summons to be delivered by mail or Deputy Sheriff, releases tax liens and provides appropriate verification documents
- Arranges payment plans by interviewing delinquent taxpayers to determine ability to settle debt and submitting appropriate documentation confirming payment agreement
- Researches accounts with delinquent taxes fitting the criteria for bill in equity proceedings, processes the required paperwork to initiate proceedings, maintains records of properties sold through public auction and those pending sale
- Assist with bill process including supplemental bills
- Maintain Lender Codes
- Processes outgoing mail / payments when Deputy I is absent
- Performs other duties as assigned
