Class Summary
This position is responsible for performing complex, non-routine special projects and analysis for the finance and administration departments. Responsibilities may include : special projects research and analysis; policies and procedures, preparing presentations, documents and spreadsheets; coordinating annual budgeting processes; internal process improvements; balancing department budgets; reconciling budgets and accounts; administering payroll, insurance, taxes and benefits; and responding to a variety of inquiries about city processes and procedures.
Scope of Impact :
The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work.
Essential Duties
CLASSIFICATION ESSENTIAL DUTIES :

- Research, analyzes, and interprets a wide variety of technical and general data, using specialized and professional knowledge, to facilitate organization wide operations, including managing and coordinating special projects
- Provides leadership, auditing and training, across the organization in review and improvement of services
- Maintains proper internal controls and accounting procedures by monitoring budget disbursements and payroll; reviewing internal controls and making recommendations for improvement; analyzing and resolving financial matters; and performing related tasks.
- Coordinates financial and accounting activities, including reviewing, processing, and / or reconciling accounts, financial statements, invoices, contracts, or related financial transactions and reports; making journal entries
- Develops, reviews, and / or updates a variety of financial information and plans, including payroll annual reports, and / or equipment replacement and capital improvement plans
- Develops budgets by providing trend data, reviewing budget requests, compiling budget information, preparing financial forecasts, making personnel projections, and providing recommendations and other data
- Codes and reviews data, and enters or imports information to / from a variety of databases and systems, using specialized and knowledge regarding financial and administration practices and procedures
- Coordinates with internal departments and external agencies, including conducting meetings, to facilitate citywide operations; exchange information; and ensure compliance with laws, regulations, and accounting standards and practices
- May supervise staff to include : prioritizing and assigning work; providing feedback and oversight on work projects, conducting performance evaluations; coordinating staff training; and implementing hiring, discipline, and termination procedures
- Performs other duties of a similar nature or level.
FUNCTIONAL SPECIFIC RESPONSIBILITIES MIGHT INCLUDE :
General ledger and capital asset reporting
Qualifications
MINIMUM EDUCATION AND EXPERIENCE :
Bachelor's degree in Finance or related field; 3 years related experience; or an equivalent combination of education and experience.
