DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston's Department of Housing and Community Development (HCDD) works to create safe, stable, and complete communities by funding projects related to affordable homes, public facilities, economic development, public services and infrastructure. Partnering with non-profit, governmental, and local entities, HCDD seeks to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout.
Highly qualified candidates will be experienced in providing supervision, guidance, and technical assistance to the eligibility processors, assuring they have the necessary knowledge and tools to process files. The candidate should also be able to process applications, perform quality assurance reviews and perform underwriting functions with an ability to consistently deliver high quality, accurate, and timely results in a fast paced production environment
Key Responsibilities
- Maintains detailed knowledge of applicant eligibility, QA/QC, underwriting and closing functions to ensure applicants are meeting the financial criteria.
- Conducts a final QA/QC of files in OnBase to ensure files adhere to federal/state regulations and program guidelines.
- Reports status of applicant files. Identify critical activities and review forecasts with Administrative Manager.
- May process files on an as needed basis to ensure team is meeting productivity goals.
- Provides queue management for all eligibility programs.
- Attends meetings and conferences with public and private groups, city officials and with department leadership (may require working outside normal business hours).
- Participates in special projects as assigned by management.
- Ensures the sections emails are addressed to provide quality customer service.
- Assists in the development and documentation of processes, procedures and workflows. Identify and promote new ways to optimize delivery of administrative support to the division.
- Performs underwriting functions within the down payment assistance programs.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.
WORKING CONDITIONS
This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Liberal Arts, or a related field.
MINIMUM EXPERIENCE REQUIREMENTS
Five years of administrative experience is required.
Substitutions:
Professional administrative experience may be substituted for the education requirement above, on a year-for-year basis.
