DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
Under the general direction of the Houston Police Department (HPD) Chief Technology Officer (CTO), duties, functions, and responsibilities of this position include:
- Acts for the CTO in his/her absence and represents him/her in an official capacity, as required, on all technology related matters and at local, state and professional meetings
- Assists the CTO in the administration, implementation and direction of all Information Technology programs and policies for the Office of Technology Services
- Advises and assists the CTO in the formulation of departmental policies, strategic plans, and programs
- Establishes and implements policies and procedures to ensure effective and efficient project management and management of vendor relationships in order to meet departmental goals and objectives for improving and increasing utilization of automated systems in all HPD commands
- Consults with and directs top managerial staff regarding administrative functions such as budgeting, financial processing and oversight, project management, personnel administration, etc.
- Oversees departmental initiatives and executive level projects, fostering strategic partnerships in carrying out enterprise-wide computing services for the Office of Technology Services.
- Assists in preparing and reviewing the annual capital and operating budgets, supportive documentation, program objectives and financial records
- Coordinates and assists with the recruitment, placement and training of personnel
- Supervises and coordinates the day-to-day operations of the Office of Technology Services
- Directs programs to monitor, evaluate and improve customer service delivery
- Reviews programs and activities, identifies and prioritizes automation requests, and evaluates their administration, objectives, effectiveness, efficiency, and suitability to current conditions
- Leads major procurement initiatives of information technology hardware and software as directed
- Assists the CTO in leading overall information technology strategic planning to achieve organizational goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects
- Directs and coordinates special projects and programs as assigned by the CTO
- Manages lifecycle of technology hardware and software to ensure operational functionality and information security compliance to applicable standards and policies
- Oversees internal and external relationships, ensuring customer services and technical performance for HPD wide IT operations and infrastructure
WORKING CONDITIONS: There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Significant time spent using computer display, keyboard, and mouse.EDUCATIONAL:
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
EXPERIENCE:
Seven (7) years of administrative experience are required, with at least three of those years in a managerial capacity. A Master's degree may be substituted for two years of experience.
Applicant must be able to pass a criminal background check, obtain and maintain federally mandated security clearance where required.Preference will be given to applicants that possess:
- An advanced degree (e.g., master’s) in Management and Information Systems (MIS), Computer Science, Engineering or a closely related field to the duties of the position
- At least eight years of recent information technology management experience (within the last 10 years)
- At least four years of recent professional IT leadership experience which must have included project management and supervision of design and development staff.
- A strong understanding of the department’s core business functions and business strategy.
- A Project Management Professional (PMP) certification
- A (CGEIT) Certified in the Governance of Enterprise Information Technology
- Experience in working with enterprise-wide IT governance initiatives
- Experience working with cloud-based solutions
- The ability to perform disaster recovery and business continuity planning
- Well-developed interpersonal skills and the ability to get along with diverse personalities; tactful, mature and flexible
- An ability to establish creditability and be decisive but also to recognize and support the organization's preference and priorities
- An ability to maintain the highest standard of confidentiality is required with zero tolerance
- Experience in compliance requirements of the FBI CJIS security policy
- A high energy level, comfortable performing multifaceted projects in conjunction with normal activities
- Results oriented nature with the ability to balance other business considerations
- Ability to speak and present information effectively to groups of varying sizes
- Ability to resolve conflicts and drive consensus
- Experience in negotiating large, complex technology contracts
