DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Health Department is seeking a pharmacist who will serve as the designated Pharmacist-in-Charge (PIC) to oversee all pharmacy operations within the city's health department, ensure legal compliance with state and federal regulations, establish pharmacy policies and procedures, supervise pharmacy staff, and developing long-term goals for the pharmacy program while acting as the Chief Pharmacist for all city-run pharmacies.
• Dispense medications to clinics and outpatients, ensuring proper labeling, dosage, and instructions, including 340B medications and patient counseling.
• Maintain accurate patient profiles, record drug histories, and check for contraindications.
• Order, manage, and monitor drug inventory, chemicals, and pharmaceutical supplies.
• Counsel patients on medication usage, dosage, and purpose; refer to external pharmacies if necessary.
• Negotiate cost-effective pharmaceutical contracts and manage supply purchasing.
• Supervise, train, and counsel Pharmacy Technicians and support staff.
• Provide drug information to nursing and clinical personnel; oversee Medication Therapy Management (MTM), immunizations, and patient assessments.
• Ensure smooth 340B operations, compliance, and conduct audits; maintain records and reports.
• Monitor inventory levels, control costs, and manage pharmacy budget.
• Oversee medical billing, record-keeping, and ensure legal compliance with state and federal regulations.
• Conduct quarterly 340B audits, including random patient reviews, and provide quality improvement recommendations.
• Lead pharmacy leadership initiatives and participate in emergency public health responses.
• Ensure annual Pharmacy and Therapeutics meetings are held as required by Texas State Board of Pharmacy.
• Generate reports on discrepancies, antibiotic reviews, near-misses, and overrides.
• Manage pharmacy formulary, drug pricing, and regulatory compliance.
• Develop policies and procedures for pharmacy operations and maintain accurate drug transaction records.
• Develop and maintain inventory systems and negotiate pharmaceutical contracts.
• Monitor vendor relationships and ensure maximum contract performance and savings.
• Establish quality assurance activities and promote safety with drug use.
• Oversee financial operations, including budgeting, expenditure control, and project cost analysis.
• Coordinate special projects, pharmacy in-services, and staff training.
• Serve as a pharmaceutical resource to healthcare professionals and the public.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.EDUCATIONAL REQUIREMENTS:
Requires a Bachelor's degree in Pharmacy from an accredited college or university.
EXPERIENCE REQUIREMENTS:
Six (6) years of experience as a pharmacist are required, with at least three of the years in a supervisory capacity and as a pharmacist-in-charge.
LICENSE REQUIREMENTS:
Requires a license to practice pharmacy in the state of Texas.Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
