Position Overview:

The Chief Pharmacist provides strategic leadership and operational oversight for Harris County's Public Health pharmacy services across multiple clinic locations. This position is responsible for ensuring regulatory compliance, managing the 340B Drug Pricing Program, and directing pharmaceutical services that support public health initiatives. The role requires expertise in Pharmacy operations, staff development, and quality assurance while serving as the primary pharmaceutical authority for the department's medical staff and clinics.

 

Duties & Responsibilities:

  • Regulatory Compliance & Operations Oversight: Ensures regulatory compliance and oversees operations of all Class D Pharmacies, including licensing, inspections, and implementation of policies and procedures per Texas State Board of Pharmacy requirements and Texas Administrative Code.

  • 340B Drug Pricing Program Management: Manages the 340B Drug Pricing Program, including maintaining HRSA compliance, overseeing procurement, preventing duplicate discounts, ensuring proper patient eligibility, and maintaining auditable records.

  • Staff Management & Development: Manages and supervises pharmacy staff across multiple clinic locations, including training, competency assessment, and performance evaluation, while ensuring adequate staffing levels for safe operations.

  • Drug Formulary Management: Develops and maintains a comprehensive drug formulary management system, including 340B and non-340B inventory tracking, procurement, and distribution across all clinic locations, ensuring cost-effectiveness.

  • Quality Assurance: Implements and monitors quality assurance programs, including drug safety protocols, error prevention, recall procedures, and patient safety event monitoring. 

  • Documentation & Record-Keeping: Oversees record-keeping systems and documentation requirements for all pharmacy operations, ensuring compliance with state, federal, and 340B program requirements. 

  • Clinical & Pharmaceutical Expertise: Serves as a pharmaceutical expert for medical staff and clinics, guiding drug therapies, clinical services, and medication safety.

Experience:

  • At least three (3) years of experience as a licensed pharmacist.

Education:
  • Doctor of Pharmacy (PharmD) degree from an accredited college or university

 Licensures:

  • Must be licensed to practice pharmacy in the state of Texas.

  • Valid TX Driver's License

 Knowledge, Skills and Abilities:

  • Expert knowledge of Texas Pharmacy Act, Administrative Code, and Pharmacy operations

  • Demonstrated leadership experience managing pharmacy staff across multiple locations

  • Strong proficiency in pharmacy management systems and quality assurance processes

  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams)

  • Excellent communication skills (verbal and written)

  • Ability to work well with the public and staff members

Position Type and Typical Hours of Work:

  • Full Time | Regular Monday through Friday, from 8am to 5 pm.

  • Must be willing to flex work hours when required, including weekends.

  • Able to travel within Harris County as needed.

Work Environment:

  • Work is primarily performed at the main office location with regular travel to clinic locations throughout Harris County. Work is conducted in climate-controlled pharmacy environments. The position requires travel between sites and occasional standing for extended periods. Exposure to standard pharmacy conditions with minimal safety hazards when proper procedures are followed.

 

Physical Demands:

  • The position occasionally requires standing or bending. Occasional lifting up to fifty (50) pounds may be required. Travel between clinic locations is required.

 

Work Location:

  • 1111 Fannin St. Houston, Texas. 77002.

Employment may be contingent on passing a drug screen and meeting other standards.
