DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Houston Water is a team of approximately 1,500 drinking water and wastewater professionals, including but not limited to operators, mechanics, engineers, scientists, planners, regulatory and business personnel. The City of Houston Water and Wastewater Utility is a regulated public health agency governed by federal and state laws. Our staff maintains professional licenses issued by the Texas Board of Professional Engineers, the Texas Commission on Environmental Quality and other public health agencies.
The Senior Project Manager position requires a candidate with knowledge and experience in working with water lines and associated equipment. The successful candidate should have the self-motivation and willingness to lead and perform under a variety of circumstances, as well as the ability to respond to emergency situations during and outside normal working hours. They must be able to:
- Communicate effectively in both written and verbal forms and serve as a liaison between the City of Houston, contractors, consultants, citizens, and other entities.
- Provide supplemental oversight of DWO’s Contract Management Section, where responsibilities include management of all small diameter water line repair contracts.
- Ensure all repairs are complete, and that the management and inspection staff are documenting all activities properly.
- Will need to be able to communicate with all levels of the City of Houston government.
- Supervisory duties of the Senior Project Manager include hiring, training and supervising staff, employee evaluations, and coaching or corrective action when necessary.
- Will need to be proficient in the City of Houston Kronos and Talent Management Systems and will maintain vital project records and create or provide reports for management and other professional input for decision-making and planning.
- The primary areas of responsibility for this position will include:
- Manage both emergency and scheduled repair of water lines
- Manage the vendor/contractor responsible for water line repairs
- Manage the construction management & inspection for the water line repair contracts
- Manage construction management & inspection firms working on repairs
- Track progress of water line repairs
- Ensure citizen complaints are responded to in a timely manner
- Liaise with Drinking Water Operations management and other internal stakeholders
WORKING CONDITIONS
This position requires stooping, bending and/or lifting of items (up to 40 pounds) and/or occasional periods of walking on rough surfaces. Occasional minor discomforts from exposure to less-than optimal temperature and air conditions.
This is a Department of Houston Public Works Emergency Management Position at the Tier II Level.EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Six (6) years of experience in construction, construction inspection, design, geo-technical, environmental or a closely related field are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.
The successful candidate will possess the following skills:
Exceptional ability and propensity to regularly communicate pertinent information efficiently and effectively, both verbally and in writing.
Experience with project management, involving project planning, scoping, budgeting, and scheduling.
