Position Summary
Position is responsible for serving as a technical steward of the Application Portfolio of all assigned agencies and departments. This position will direct external application service providers and vendor partners to ensure delivery of ISA services. It is the responsibility of this position to gain and utilize knowledge of the applications and business processes of all City/County agencies and departments. The Application Technical Lead will guide the Applications Services and Business Services teams in the implementation, support, maintenance, administration, retirement, and ongoing enhancements of enterprise and departmental applications.
The ideal candidate will have solid customer-facing experience, strong project management acumen and strong vendor management skills, as well as the ability to successfully manage across different functions and organizations. An ideal candidate will have a strong interest and motivation to gain a real understanding of how relevant City/County departments and agencies work, what their business drivers and issues are, and how they fit into ISA's (and the City/County's) Enterprise Architecture.

Position Responsibilities
Bachelor's degree in computer science, computer technology, business or related field and eight (8) years relevant work experience working with information technology systems, or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills and abilities is required.
Must have excellent oral and written communication skills. Must have excellent interpersonal communication and facilitation as well as independent judgment. Must have an outgoing, customer service attitude. Must have strong collaboration and teamwork skills. Must have experience successfully managing application portfolios and application life-cycles. Experience successfully acting as an application product owner is strongly preferred.
Public sector or comparable experience strongly preferred. Must be familiar with fundamental business concepts. Ability to develop and conduct effective presentations is required. Knowledge of and experience with standard office practices required.
Ideal candidates will be those that have performed jobs in line with Business Analysts, System Administrators, Technical Consultants, and Product Owners.
Independent Judgment
Position requires the ability to make appropriate decisions considering the relative costs, risks and benefits of potential actions. Independent judgment is utilized and may represent the Application Services Manager at planning, management and/or customer meetings.

Important Perf Update
Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension.
Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.
Part Two - This Consists Of An Additional Variable Rate Contribution Paid By The City Toward Your ASA. This Variable Rate Contribution Is Currently 1% Of Your Gross Wages. Vesting In The Value Of The Variable Rate Employer Contribution Will Vary By Length Of Participation. You Are

Position Responsibilities
- Develops and maintains in-depth technical knowledge of assigned City/County agencies and department applications and key business processes.
- Assist the Applications Services Manager with leading functional teams in the implementation, support, maintenance, administration, retirement, and ongoing enhancements of enterprise and departmental applications.
- Makes decisions on the actions to be taken by vendor partners to ensure compliance to ISA standards and policies. Directing contractual employees to deliver application services to satisfy City/County agency and department requirements.
- Manages a portfolio of applications of assigned City/County agencies and departments.
- Coordinates assigned City/County agency application projects and change management activities.
- Interacts closely with other ISA business units and vendor partners to ensure alignment with strategy across the organization.
- Provides input to ISA managers and leadership on policy and standards. Ensures adherence to Enterprise Architecture and Security Standards Compliance. Ensures application architecture and design is appropriate for both new systems and existing systems.
- Documents Application Architecture and Design.
- Supports Application Services and Business Services Teams in complex technology planning for assigned groups of City/County agencies.
- Partners with Business Services on customer partner projects, ensuring customer satisfaction with ISA services.
- Provides input to ISA managers and leadership to help ISA more efficiently provide IT services across the enterprise.
- Researches, analyzes and evaluates customer IT initiatives with Business Services Team.
- Manages key applications, projects and initiatives, and facilitates the successful execution of such projects.
- Implements programs and initiatives as directed by management.
- Contributes to the establishment and execution of the overall ISA strategy and annual priorities, and directs the effective achievement of Application Services goals and objectives.
- Identifies and recommends opportunities to realize business value through enhancements to existing applications or implementation of new technologies, including evaluation, selection, and implementation of new applications to meet business needs.

- All employees hired/rehired after 1/1/2022 have a choice to select the PERF Hybrid plan (3% Pension) or the INPRS My Choice: Retirement Savings plan (3% 1% Contribution). The Hybrid plan consists of two components:
Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan.

If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan.
