Position Summary
Position responsible for assisting the Chief Engineer in overseeing all of the critical operational functions in the design section of the department. The position effectively assists in managing department Senior Project Managers and Project Managers in general engineering activities related to the design of federally funded transportation, environmental, traffic and storm water projects throughout Marion County.
Position Responsibilities
Assists the Chief Engineer in overseeing the design of all federal multi-modal, transportation, structural, and stormwater projects.
Serves as project manager for federally funded projects and provides staff supervision and technical assistance related to the development of engineering plans and construction specifications and the preparation of construction cost estimates.
Performs QA/QC of plans, specifications and construction cost estimates developed by others.
Participates in and supports public meetings as needed.
Assists the Chief Engineer in ensuring that all design activity is performed on schedule, within budgetary limits, and in accordance with current statutes, ordinances, specifications and contract requirements.
Works cooperatively with consultants and staff to complete projects.

Qualifications
Professional Engineer (PE) license in the state of Indiana
A minimum of 5 years' experience in Civil Engineering
A minimum of a Bachelor's Degree in Civil Engineering or related field
Extensive knowledge of City, State, and FHWA policies and specifications as they relate to design/construction of City infrastructure
Excellent verbal and written communication skills
Strong technical writing skills
Experience with CAD desirable
Experience supervising/directing tasks and performing QA/QC
Understanding of the INDOT/LPA/MPO relationship and the design process required for federally funded projects
Independent Judgment
This position requires a high degree of initiative and independent judgment. Critical and swift decisions will sometimes have to be made without the guidance or benefit of direct supervision. Decisions can impact the City of Indianapolis, City officials and policies.
