Position Description

  • INTERNAL POSTING - FOR CURRENT CITY EMPLOYEES ONLY

The City has added a fulltime City Facilities - Lead Maintenance Worker position for 2025. This position is pending IUOE - Local 70 union inclusion and is open to internal applicants / city employees only , for a period of ten days.

Under the direction of the Facilities Maintenance Superintendent, the City Facilities Lead Maintenance Worker is responsible for leading and assisting Facilities / VMCC Maintenance staff in providing facility preventive maintenance and repair responsibilities to the buildings of Inver Grove Heights equipment and the general operation of all facilities. The position plans and conducts front-line project management related to the repair, maintenance, or replacement of all facilities maintenance system infrastructure. Orders materials; plans, schedules, assigns and coordinates work; oversees staff and monitors contractor work to ensure proper compliance and completion. Acts as a back-up to the Facilities Maintenance Superintendent and provides staff supervision and guidance in their absence.

The estimated hiring range for this position is $35.30 to $37.35 / hr. depending on experience, pending completion of 2025 contract negotiations. Please see Benefits Tab for more information on available benefits.

Essential Job Functions

Plans and conducts front-line project management and administration :

  • Meets weekly with the Facilities Maintenance Superintendent to discuss requests for service, plan daily work, schedule upcoming maintenance projects, and provide status updates on existing projects.
  • Monitors and evaluates the contractor's work to assure proper completion and compliance with agreements and provisions.
  • Monitors on hand supplies and materials. Orders supplies and materials in proper quantities to perform projects and activities.
  • Maintains a variety of maintenance records in accordance with department standard operating procedures and requirements.
  • Coordinates the activities, daily assignments and emergency response of Facilities and VMCC maintenance workers and Custodian II, and provides lead-work instruction, oversight and guidance :

  • Assists the Facilities Maintenance Superintendent in the planning and scheduling of daily work assignments and staff activities and ensures completion of work.
  • Assists with facility capital improvement projects, develop long term capital improvements plans and review short- and long-term facility and equipment needs to ensure efficient resource allocation and optimal functionality of city facilities and services.
  • Coordinates staff assignments / efforts to perform work, along with coordination of contractors and staff from other departments or entities; ensures quality workmanship and completion of work / work orders.
  • Monitors crew activities and performance and provides input to the Facilities Maintenance Superintendent to assist with performance evaluations.
  • Acts as a back-up to the Facilities Maintenance Superintendent and provides staff supervision and guidance in their absence.
  • Responds to and works with the public and staff to address and resolve complaints and concerns in accordance with department policies and procedures.
  • Assists in providing or ensuring attendance of staff at safety training, per OSHA requirements and city requirements.
  • Communicates with Facilities Maintenance Superintendent concerning facility needs, repairs and need for contracted services. Monitors and oversees the activities of outside contractors performing repair and services. Monitors and assesses the facility to identify any preventive maintenance or repair needs / requirements.
  • Performs, coordinates, monitors, and assists Facilities and VMCC maintenance staff in the repair, maintenance, or replacement variety of mechanical, HVAC and electrical and plumbing preventive maintenance and / or repair activities to include :

  • Repairs and / or replacement of light fixtures, emergency lights, or bulbs.
  • Monitors, repairs, services and / or adjusts Building Automation Systems (BAS) control system.
  • Monitors and fills boilers.
  • Monitors and / or repairs Air Handling Units (AHU), Unit Heaters (UH), Make Up Air (MUA) and Roof Top Units (RTU).
  • Replaces filters, tightens and replaces belts, greases and / or replaces bearings, replaces motors, and actuators.
  • Inspects and cleans condensing coils and air intakes.
  • Monitors the refrigeration system for the ice rinks and tests cooling tower water.
  • Repairs plumbing equipment (example - toilets, urinals, fountains, showers).
  • Repairs walls and other surfaces.
  • Maintains swimming pools, slides and play structures.
  • Performs annual maintenance of pools.
  • Takes chemical readings and adjusts pool chemicals in accordance with State guidelines and regulations.
  • Repairs and / or coordinates the repair of pumps, motors, UV, filters and chemical feed systems.
  • Assists in snow and ice removal of sidewalks, exits and entry areas.
  • Performs other duties of a comparable level or type, as required.
  • Qualifications

    Requires a minimum of 3 years of building / facility maintenance experience involving a wide variety of facility maintenance systems; or an equivalent combination of education and experience to perform the work. Valid MN driver's license. AFO (Aquatic Facility Operator) or CPO (Certified Pool Operator) license, First Aid Certification, Adult CPR / AED, and a Special Class Boiler license. Requires a Certified Ice Technician (CIT) with a reasonable time after hire.

  • Knowledge of operation of all equipment required in the performance of the job.
  • Knowledge of all safety precautions and risk management procedures and proper lifting mechanics.
  • Knowledge of the application, use and proper storage of all chemicals used in the performance of the job.
  • Knowledge of basic general building maintenance procedures including basic electrical, mechanical, plumbing maintenance activities.
  • Knowledge of pool operation, maintenance and service requirements.
  • Knowledge of ice operation, maintenance and service requirements.
  • Knowledge of preventive maintenance requirements of HVAC, refrigeration and related equipment / controls.
  • Knowledge of computer operation in monitoring, adjusting and controlling HVAC system.
  • Essential Skills Necessary to Perform the Work :

  • Leading, monitoring, assigning work, and training staff in work procedures, operations, equipment and safety procedures.
  • Communication skills needed to establish and maintain positive and effective working relationships with supervisors, other employees, contractors and the public.
  • Using and operation of work order ticket software.
  • Administering and assisting in the recordkeeping and reporting of a variety of required repair, inspection, and standard operating procedures.
  • Ability to prioritize work within the city buildings.
  • Customer service orientation.
  • Using tools, chemicals and equipment relevant to job.
  • Reading, understanding, and following safety procedures and written instructions.
  • Following City administrative procedures concerning the purchase of supplies and / or services.
  • Implementing established preventive maintenance schedules.
  • Operating HVAC and BAS systems and equipment.
  • Operating power equipment, tools and hand tools.
  • Conducting routine preventive maintenance activities and repairs involving a general mechanical, electrical, plumbing nature.
  • Work Environment :

    The work involves some potential hazards and risks associated with exposure to various hazardous chemicals, fumes; working at heights on lifts, on roof tops, or confined spaces; physical injury from operating power equipment and hand tools. Duties are performed indoors / outdoors in a variety of weather conditions. The work environment involves exposure to materials and situations that requires following safety precautions and may include the use of protective equipment or safety procedures.

    Physical Job Requirements :

    Employee is constantly walking and standing; frequently using hands and fingers dexterously to handle or feel, talks, hears and listens, climbs, balances, stoops, kneels, crouches and / or crawls; and on occasion sits in the performance of the job. Exerting up to 100 lbs. pounds of force on occasion; up to 50 lbs. frequently, and / or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
