The Human Resources Technician performs basic technical and administrative support across all human resources functions preparing and maintaining personnel and related records and files; does related work as required. Work is performed under the moderate supervision of the Human Recourses Manager.
Dependent on relevant education and experience the Hiring Range: $41,157 to $53,504

Preparing and processing personnel records and files; assisting employees with enrollment and adjustments; preparing, maintaining and submitting various personnel related reports and documents. Assists in talent acquisition, sourcing applicants, screening and interviewing candidates, assisting hiring managers with the selecting and onboarding candidates. Provides initial support with systems administration and employee relations. (These are intended only as illustrations of the various types of work performed. HR Administration and Records Management:
- Maintain, update, and organize employee records, including personal information, employment history, benefits, and personnel action details.
- Maintain office administrative workflows and processes, and initiate process improvements.
- Ensure compliance with company policies, labor laws, and regulations by maintaining accurate records and ensuring HR practices adhere to legal standards.
- Assist in the implementation of HR policies and procedures, ensuring that employees are informed and adhering to them.
- Receives calls and callers, ascertains nature of business, directs to appropriate authority for disposition.
- Responds to routine correspondence independently.
- Monitors and maintains department budget.
- Receives and processes tuition reimbursement requests.
- Responds to employment verification requests.
- Maintain the confidentiality of sensitive employee information and ensure all HR processes are handled with discretion and professionalism.
- Notarize documents.
Talent Acquisition Support:
- Assist in the recruitment process by posting job openings, screening resumes, coordinating interviews, and maintaining applicant tracking systems.
- Initiate and verify drug testing, background investigations and employment references.
- Facilitate the onboarding process for new employees, including coordinating orientations, preparing new hire paperwork, and ensuring proper system access.
- Process new hire I9 forms using E-Verify.
- Assist in employee exit procedures.
- Assist with employee benefits enrollment, answer employee questions regarding benefits, and ensure accurate processing of benefits changes or updates.
Employee Relations:
- Respond to employee inquiries regarding HR policies, procedures, and benefits, and provide guidance on resolving basic HR issues.
- Create identification badges for current and new employees.
HR Reports and Data Management:
- Generate HR-related reports, including employee demographics, turnover rates, and other HR metrics, and assist with data analysis.
Talent Management Support:
- Assist in tracking and managing employee performance evaluations and documentation.
- Help coordinate employee training programs, workshops, and professional development initiatives.
HR System Maintenance:
- Help maintain and update HR information systems (HRIS), ensuring data accuracy and resolving system-related issues.
- Performs related tasks as required.
Notary Public required within six months of employment. General knowledge of HR systems and software, strong organizational skills, and understanding of recruitment best practices. General knowledge of applicant tracking software and statistical analysis of turnover data. General knowledge of personnel practices and procedures; general knowledge of personnel rules and regulations; general knowledge of State regulations regarding the release of employee files; skilled in the use of office equipment; strong communication, listening, and documentation skills; ability to present ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with city officials, employees and the general public; ability to apply established policies, practices and procedures; ability to remain impartial, calm, and confidential in sensitive situations.
