The Technology Solutions Department is actively seeking a Senior Infrastructure Compliance Engineer.

This position reports to the Network and Telecom Infrastructure Manager and serves as a staff senior networking engineer and is responsible for the  engineering, planning, managing, and coordinating complex telecommunications infrastructure installations which includes mission critical datacenters, local (LAN) and remote (WAN) single story, and multiple story buildings. 

  • Participates in long-range enterprise technical planning by providing consultative direction, recommendations, and authoritative engineering judgment in the decision-making process for future efforts.
  • Partners closely with Enterprise Architects to assist with the design of infrastructure solutions to meet business requirements.
  • Engineers, designs, plans, documents, manages, and coordinates complex enterprise network infrastructure installations.
  • Prepares complex written project plans, budgets, analyses, and reports.
  • Researches, analyzes, interprets, and applies relevant federal and state laws, regulations, policies, procedures, and guidance to installations.
  • Leads intricate infrastructure project plans.
  • Develops Statements of Work (SOW) for critical projects and reviews contractor submissions for cost efficiency, capabilities, and adherence to work specifications.
  • Utilizes AutoCAD and Microsoft Visio (or equivalent) to develop schematics for underground and other infrastructure cabling projects.
  • Leads project teams (internal and external resources) to ensure work priorities and goals are met. Maintains the COJ full-service wiring approved vendors.
  • Schedules, assigns, monitors, and reviews the work of others and of contractor work from third party vendors
  • Updates and/or creates documentation of existing, new, and proposed infrastructure architecture and configurations.
  • Acquires knowledge of new standards of technology adherent to telecommunications and evaluate for cost/benefits to recommend the most cost-effective solutions to enhance communications within the city.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database, and other related software.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Collaborates with Project Managers to ensure the successful and timely delivery of Enterprise Network projects.
  • Collaborates with Enterprise Architects to develop strategies to ensure stability and scalability of the Enterprise Network.
  • Performs related work as required.
  • Knowledge of the principles, concepts and best practices of electronics and electrical circuitry and devices of digital and analog telecommunication networks with working knowledge and application of the OSI Model.  
  • Knowledge of Data Center infrastructure cabling standards that drive design standards and improvement in quality and system performance over the spectrum of voice, data, electronic safety & security, audio & video technologies, and encompass fiber, copper, and wireless-based distribution systems.
  • Possesses exceptional diagnostic skills to identify root causes and implement solutions within the established service level agreements.
  • Knowledge of industry standards, regulations, and safety procedures.
  • Knowledge of telecommunications carrier-provided technologies and services.
  • Knowledge of the 811 Call-Before-You-Dig and Locates services (subscription, integration, alerting, and vendor management)
  • Ability to schedule, assign, monitor, and review the work of others including contract work by third party vendors
  • Ability to plan and engineer network, infrastructure, and device installations, change-outs, and upgrades.
  • Ability to design resilient telecommunication networks for 24-hour data centers and critical services.
  • Ability to read, research, comprehend, analyze, and apply complex technical data, manuals, schematics, and related specifications.
  • Ability to analyze industry trends and indices, and plan and forecast operational and business requirements.
  • Ability to prepare and monitor strategic and business plans.
  • Ability to prepare and assess cost proposals, RFPs, and other procurement documentations to successfully procure infrastructure solutions.
  • Ability to negotiate procurement contracts and vendor statement of work proposals
  • Ability to prepare and evaluate technical bid specifications.
  • Ability to prepare comprehensive reports, technical papers and presentations including training programs and materials.
  • Ability to perform mathematical calculations.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, and other related software.
  • Ability to utilize administrative technology tools for project management (DAPTIV), time management (TAS), weekly situational reporting (SitRep), incident management, and service request management (CA-Service Desk).
  • Ability to operate a motor vehicle.

Positions Requirements: 

  • Ten (10) years of education and/or professional experience in designing and managing structured cabling in a large enterprise network and telecommunications environment and managing cable infrastructure projects.
  • Strong knowledge of project management principles and tools.  
  • Experience designing and preparing floor plans, riser diagrams, schedules, specification notes and details with special emphasis on Structured Cabling.
  • Project design experience in newer (20 years to present/greenfield) and legacy (21-60 year old) facilities.
  • Expertise in Point to Point and Point to Multi-Point wireless design and installation.
  • Working knowledge of BICSI, IEEE, TIA/EIA standards. Certifications are highly desired

  • Must be able to work independently or with little guidance, learn new technology processes and approaches used in service delivery.
  • Excellent written and verbal communication skills required.

Other Requirements: 

  • Depending upon assignment, may be required to obtain specialized certifications. 

  • Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff’s Office prior to appointment. 

  • Within 30 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.

Licensing/Certification/Registration:  

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class. 

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.  

  • Must obtain a BICSI RTPM or RCDD certificate within one year of employment.
