OBJECTIVE:
Under general supervision of the Recreation Programmer and the Aquatics Supervisor, The Head Guard is responsible for assisting in the planning, promotion, development, coordination and supervision of aquatic facilities, programs, and staff.
RELATIONSHIPS:
Reports to: Aquatics Supervisor and the Recreation Programmer
Has regular work contact with seasonal employees on a regular basis and communicates with other division employees, professional staff, lifeguards, pool patrons, and the public.
Supervises: Directly supervises lifeguards on duty.
Essential Duties
1. Assist with the daily operation and supervision of the aquatics facilities in accordance with city policies, pool policies, and Wisconsin Pool code.
- Follow chemical and water testing procedures.
- Maintains a clean bathhouse, pool, and pool deck area.
- Assists in decisions regarding opening and closing of pool.
- Follows and enforces the policies and procedures outlined in the Aquatics Head Guard Manual and Aquatics Lifeguard Manual.
- Evaluates and make recommendations for improved facility maintenance.
2. In charge of supervising and training aquatics staff.
- Direct, supervise, train, and evaluates all lifeguards, instructors, and cashiers/concession attendants in the absence of Aquatics Supervisor and assists while on duty in presence of Aquatics Supervisor.
- Assists Aquatics Supervisor with monthly staff schedules.
- Assists Aquatics Supervisor and Recreation Programmer with in-service training for all aquatic staff.
- Handles and reports disciplinary matters to the Aquatics Supervisor and/or Recreation Programmer.
- Assists concessions staff with day-to-day operations.
3. Provides for proper discipline and emergency care as required.
- Monitors lifeguards and assists in providing lifeguard coverage as needed.
- Leads and directs staff in the event of an emergency according to the emergency action plan.
- Handles patron behavior issues according to policy.
- Plans program and event schedules with the assistance of Aquatics Supervisor.
- Organizes staff and volunteers during special activities.
- Evaluates and make recommendations for the improvement of programs
- Answer pool patron questions, complaints, and inquiries.
- Document and report staff and patron issues.
- Record equipment in need of repair.
- Attend all supervisor meetings/trainings.
- Maintain records of daily attendance and program participation totals.
- Keep employee records and update them regularly.
- Document all incidents and problems fully.
- Reviews and approves timecards on a weekly basis and turns in.
- Completes accurate nightly deposit and secures in safe.
8. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
9. Performs other special projects and other job duties as assigned or required during regular and non-business hours.
10. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.
Minimum Position Requirements/Qualifications
The requirements listed below are necessary to perform the essential duties of the position.
- Must be 18 years of age or older.
- Current American Red Cross Lifeguard, CPR, First Aid, and AED certification.
- Must have prior aquatics experience.
The qualifications listed below are preferred, but not required to perform the essential duties of the position. The absence of these qualifications on a candidate’s application does not preclude them from consideration.
- Current American Red Cross Lifeguard Instructor Certification preferred.
- Supervisory experience preferred.

- Ability to swim 500 yards continuously.
- Ability to lead and direct staff.
- Ability to comply with all safety policies and procedures and report all unsafe activities or conditions to supervisor.
- Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.
- Ability to manage multiple projects simultaneously, adapt to changing priorities, and to work smoothly and cooperatively on a variety of projects.
- Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the City Manager and City Council.
- Ability to learn and apply new technology and computerized systems/building systems in order to detect and diagnose operational problems and maintenance needs.
- Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor.
- Establish and maintain effective working relationships with City appointed and elected officials, Department, Division, and Office heads, City employees, consultants, developers, architects, engineers, realtors, surveyors, community interest groups, other governmental agencies, and the general public.

EQUIPMENT, INSTRUMENTS, AND MACHINES:
Equipment used includes, but not limited to rescue tube, pool vacuum, POS system, concessions equipment, first aid, and CPR/AED supplies.
PHYSICAL FACTORS:
The physical demands described here are representative of those that must be met by any an employee to successfully perform the essential functions of this job.
- Must have the physical ability to respond appropriately in emergency situations.
- Work will take place in an outdoor environment and varying types of weather, including possibility of high heat and humidity and cold air and chilly water.
- Working conditions involve occasional exposure to dirt, dust, and moisture.
- Perform various activities, which may include, but not limited to: Semi-reaching to full-reach overhead, crouching, kneeling, bending, twisting, turning, and lying on stomach and/or back.
- Must be able to sit or stand and move for long periods of time.
