GENERAL DESCRIPTION OF POSITION
This safety sensitive (SS) position directs the function and activities of the Grants and Community Development department. Oversees the research, writing, reporting, and management of all federal, state, and private grants for the City of Jonesboro. Additionally, charged with promoting community development, economic development, fair housing practices, neighborhood revitalization and services to low and moderate income citizens, minorities, elderly, mentally and / or physically handicapped populations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Oversee and direct all operations of the Grants and Community Development Department, including grant management, neighborhood initiatives, community development, and economic development, and the Volunteer Program. This duty is performed daily.
- Prepare annual budget and oversee appropriate procurement and management of departmental funds. This duty is performed daily.
3. Research local, state, federal, and private grants to fund city-wide projects for all departments. This duty is performed daily.
QUALIFICATIONS

EDUCATION AND EXPERIENCE
Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 19 to 23 months related experience and / or training, and 4 years related management experience, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to write reports, business correspondence, and policy / procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
