GENERAL DESCRIPTION OF POSITION

This safety sensitive (SS) position directs the function and activities of the Grants and Community Development department. Oversees the research, writing, reporting, and management of all federal, state, and private grants for the City of Jonesboro. Additionally, charged with promoting community development, economic development, fair housing practices, neighborhood revitalization and services to low and moderate income citizens, minorities, elderly, mentally and / or physically handicapped populations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee and direct all operations of the Grants and Community Development Department, including grant management, neighborhood initiatives, community development, and economic development, and the Volunteer Program. This duty is performed daily.
  • Prepare annual budget and oversee appropriate procurement and management of departmental funds. This duty is performed daily.

3. Research local, state, federal, and private grants to fund city-wide projects for all departments. This duty is performed daily.

  • Serve as a liaison to local, state, federal, and private funders. This duty is performed daily.
  • Develop and foster relationships with state and federal delegates. This duty is performed daily.
  • Work with Federal, state, local and regional partners to develop and enhance community projects. Performed daily.
  • Develop, implement, and evaluate strategies for business and economic development projects in conjunction with Mayor and partnering organizations, businesses, and institutions. This duty is performed daily.
  • Develop and oversee private fund development for City of Jonesboro. This duty is performed daily.
  • Develop and oversee Volunteer Program for City of Jonesboro. This duty is performed daily.
  • Manage and assist in implementation of community and other special projects as assigned. This duty is performed daily.
  • Provide counsel to the Mayor and the Chief of Staff as it relates to community projects and issues. This duty is performed daily.
  • Establish and maintain a visible public profile by proactively seeking out and meeting community members. This duty is performed daily.
  • Promotes the department by making presentations to city council and groups and maintain communication with the media and community. Performed as needed.
  • Demonstrate business and political savvy. Performed as daily.
  • Handle confidential information appropriately. Performed daily.
  • Listen and represent diverse interest and objectives while offering alternative approaches.
  • Regularly update skills, knowledge of community development, city codes, and polices.
  • Perform any other related duties as required or assigned.
  • QUALIFICATIONS

    To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required.

    EDUCATION AND EXPERIENCE

    Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 19 to 23 months related experience and / or training, and 4 years related management experience, or equivalent combination of education and experience.

    COMMUNICATION SKILLS

    Ability to write reports, business correspondence, and policy / procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.

    CRITICAL THINKING SKILLS

    Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.

    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

    Supervises a moderate size group (5-10) of employees, but possibly smaller if difficult, semi-technical work, requiring considerable direction and assistance, is involved. Plans, directs and coordinates work, makes decisions, and performs personally the more difficult aspects of the same broad assignment.

    RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

    Regularly responsible for funds, building premises, inventory, or other property owned or leased by the organization and, in addition, may have temporary custody and responsibility of property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above range from $10,000,000 to $25,000,000.

    ACCURACY

    Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and / or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in the job.
