The Civil Engineer –Plan Reviewer Coordinates and reviews water, wastewater, storm, environmental, and traffic disciplines for Public Services on the Site Plan Review Committee. Interfaces with various departments to coordinate the plan review process, ensure compliance with local, state, and federal codes, policies, rules, regulations, and standards. Under general direction, may act as project manager, assigned technical engineer, oversee and train junior engineering staff members. The Civil Engineer – Plan Reviewer is expected to be in responsible charge of their assigned work in developing engineering analysis, designs, reports, plans, specifications, or contracts.

- Lead Public Services reviewer for the electronic plan review process.
- Reviews proposed construction projects for adherence to established codes, policies, and procedures; reviews and evaluates construction plans and approves or denies non-conforming uses; provides leadership to coordinate plan review information with City staff and departments; and ensures preparation, reports, and documentation.
- Receives and responds to requests for information, complaints, interpretation of code requirements, and provides technical assistance to architects, engineers, developers and other concerned parties.
- Attends weekly project and site plan review meetings to discuss plan review procedures and comments with public applicants in a clear and easily understood manor.
- Coordinates assigned program activities with those of other City departments and staff as well as federal, state, and local agencies to meet program goals and objectives, coordinates data, resources, and work products as necessary and upon request in support of a productive and positive working environment.
- Attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
Other Engineering duties may include the following:
- Supervises and manages projects, contracts, budgets, and schedules.
- Plans, organizes, coordinates, and manages long-range and short-range planning of projects and capital improvements.
- Prepares and approves designs for Public Services projects in accordance with general engineering principals and City standards; determines the scope, designs, prepares drawings, specifications, bidding documents, contracts and cost estimates; conducts and coordinates design and construction surveying.
- Provides analysis and recommendations and designs and investigates situations.
- Conducts construction inspections, reviews, and approves contractor pay requests, reviews and processes construction change orders.
- Prepares legal descriptions, documents, and draft agreements for the City right of way acquisitions; meets with property owners to discuss right of way purchases for roadway projects; selects and works with real estate appraisers and consultants to determine market value of right of way acquisitions.
- Conducts division review and approval of project plans and construction drawings; ensures compliance with codes and standards.
- Model’s parts or all of the water system to analyze the impact of new projects or upgrades to existing infrastructure.
- Determines selection criteria for securing consultants and contractors; specifies parameters and determines scope of work for consultants and contractors.
- Attends meetings, addresses customer questions and complaints.
- Performs other related duties, as assigned.
- Bachelor’s Degree in Civil Engineering.
- (P1) Engineer I: No additional experience required.
- (TS) Engineer II: Two years of paraprofessional level civil engineering and possession of an
Engineer in Training (E.I.T.) certificate
- (P2) Engineer III: Possession of a valid Professional Engineer (P.E.) License
- Professional Engineer’s License is preferred.
- Valid Michigan Driver’s License.
- Strong, clear communicator and excellent interpersonal skills; proven ability to communicate with all levels effectively and positively within the organization; excellent customer service skills.
- Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines.
- Demonstrated experience with Microsoft Office applications.
