What are the responsibilities and job description for the Human Resources Generalist position at City of Kalamazoo?

- Manages Workers’ Compensation claims with TPA. Investigates incidents with injured workers and supervisor, opens Workers’ Compensation claims, determines wage loss benefits for lost time claims, prepares biweekly Workers’ Compensation Payroll Report for Payroll. Engage Safety personnel in hazard mitigation.
- Coordinates and evaluates restricted duty placement following workplace injury/illness with supervisors, managers and directors.
- Maintains communication with occupational health staff and Medical Director regarding injured workers, Duty Disability and Fit for Duty. Prepares and coordinates records reviews and physical exams with Medical Director and employees.
- Prepares for and attends Pension Board meetings for Duty Disability claims.
- Makes recommendations for settlement of litigated WC claims.
- Monthly, quarterly, annual WC and FMLA reporting to City divisions.
- Administers FMLA per federal law. Assists employees with leave process. Prepares FMLA paperwork for employees, determines leave designation, enters leave information in HRIS, records leave time for Payroll, monitors return to work.
- Stays abreast of relevant laws, regulations and policies.
- Directs employees and management on ADA laws and processes. Gathers pertinent information, makes ADA determinations and assists with job placement and reassignment.
- Manages employee health and wellness functions. Organizes onsite vaccination clinics. Manages random drug and alcohol screening program with consortium vendor per federal regulations. Schedules, records and tracks CDL physicals, alerts directors to need to remove drivers for failed medical exams.
- Prepares and delivers monthly CDL and random drug and alcohol reports to division directors. Follows up to confirm timely completion per federal requirements.
- Provides oversight of contracted clinic staff for standards of service and service expectations per contract. Attend monthly operations meetings to discuss outcomes and forward planning. Market clinic services to City employees. Develop and distribute Marathon health and wellness market materials to employees. Point of contact for employee clinic questions and concerns.

- Direct/advise employees, supervisors, directors, command staff on infection prevention and control procedures. During pandemic, follow federal, state and local guidelines for COVID 19 exposure, testing, quarantine and return to work. Prepare and deliver exposure alerts. Track absences and return to work. Administer federal programs for wage loss benefits in coordination with Payroll.
- Completes OSHA 300, 300A and annual BLS Injury reporting. Reports serious injury and fatality to OSHA reporting line. Attends OSHA meetings. Assists with abatement plans.
- Administers all other HR functions.
Bachelor’s degree in human resources, Business Administration, or related field. Equivalent experience is accepted in lieu of a degree. Preferably 2 years of experience in an human resources setting. Preferably in an unionized setting Valid motor vehicle driver’s license and transportation availability. Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with the public and all levels within the organization. Knowledge of Michigan Workers’ Compensation, OSHA, MiOSHA, FMLA laws and regulations, or willingness and aptitude to learn Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines. Previous experience with preparing reports, researching information, gathering, analyzing and interpreting data. Strong organizational and multi-tasking skills.
